NYC Council Member Melissa Mark-Viverito announced yesterday a new tech program aimed at familiarizing and engaging residents with the city council. The plan, called Council 2.0, was worked up by an internal committee called the Working Group on Public Technology and Civic Engagement, which consulted with experts in building open digital platforms. Goals include everything from making the council’s website more accessible to soliciting citizen feedback on legislation via social media channels like Twitter and Facebook. “Council 2.0 will utilize technology to make the Council more responsive, transparent, and open for every resident in this city,” Mark-Viverito, who is also council speaker, said in a press release. “This is a plan that includes and serves all New Yorkers.

IBM Teams up with Medtronic, Apple, and J&J; Formally Enters Health Market Posted in Medical Device Business by Arundhati Parmar on April 14, 2015 IBM announced Tuesday that it has formally created a business unit called IBM Watson Health, based in Boston, that will execute on its overarching goal to transform personal healthcare. To that end, the company is also launching the Watson Health Cloud to “provide a secure and open platform for physicians, researchers, insurers and companies focused on health and wellness solutions,” a news release stated. The announcement underscores the broader trend of nonhealthcare companies eyeing the healthcare market in order to disrupt it, improve it, and profit from it.

That’s the kind of environment The Center for Open Science in Charlottesville is trying to provide for its users. WMRA’s Kara Lofton has the story. I met Jeffrey Spies at the Center for Open Science’s large, open-floor office late on a Saturday afternoon. The door to the multi-suite office building was locked, but lights were on at COS and a few young developers huddled in the back around a 3-D printer. The atmosphere was what one would expect for a well-funded tech startup, not a non-profit. But the Center for Open Science is both. This week, the city updated its ChattaData site to include data related to job creation and investments made by companies receiving incentives. This data, which shows over a billion dollars of economic investment in Chattanooga over the last two years, includes the number of jobs created or retained as a result of each PILOT agreement, a map showing the locations of companies receiving a PILOT agreement within Chattanooga and Hamilton County, and the investment that occurred as a result of a PILOT agreement in each year. In addition, all city PILOT agreements and related data are free and available on the Open Data Portal for any citizen to access.

Mayor Andy Berke said data released Monday highlights a commitment to recruiting businesses and making tax incentive agreements more transparent. The information compiles separate datasets into a central location for more than 40 payment-in-lieu-of-taxes agreements that have been used to court manufacturers and downtown housing developers. “While we have been working diligently to recruit businesses over the past two years, we have also been working to have a more transparent process for our economic incentives,” Berke said. The Chattanooga mayor said the data highlights the steps that have been taken in the past two years to ensure the agreements have stricter clawback provisions, monitoring requirements and a new economic development fee companies pay to local governments.

Summary:The standardization effort is part of the Open Data Platform initiative, which is an industry effort to ensure all versions of Hadoop are based on the same Apache core. Earlier today at the Hadoop Summit in Brussels, Hortonworks, IBM and Pivotal announced that their respective Hadoop platforms are all standardized on the Open Data Platform (ODP) and ready to ship. First announced back in February, the ODP is an industry effort designed to simplify the adoption of Apache Hadoop for the enterprise by ensuring that all versions of Hadoop are based on the same Apache core. That core is made up of Apache Hadoop 2.6, including HDFS, YARN and MapReduce, as well as Apache Ambari software for scaling managed Hadoop environments.

Health Cloud and Watson cognitive computing capabilities from IBM will now support health data entered by customers in iOS apps using Apple’s ResearchKit and HealthKit frameworks. The move, which complements IBM’s new Watson Health business unit, will arm medical researchers with a secure, open data storage solution and access to data analytics capabilities.
