It’s been a tough morning for European markets on Thursday and this is likely to carry into the US session as weaker PMI readings from China and the eurozone and disappointing UK retail sales weigh on investor sentiment. Markets were initially happy to shake off the decline in the HSBC manufacturing PMI from China because despite falling to a one year low and deeper into contraction territory, the People’s Bank of China remains very active and this will only encourage it to cut interest rates and the reserve requirement ration further in the coming months. China is of course a concern and a threat to the global economy but I think people have faith in the PBOC to prop it up and the more it props it up, the happier investors are because this means more liquidity.

Everything I ever learned about streams, I learned from software developer Max Ogden. Max, who lives in Oregon, develops client applications, developer tools, and APIs, and works as a developer at a market research company. He and Mathias Buus Madsen, a developer in Denmark, are visiting 18F today to talk about dat, an open source project for versioning and sharing datasets. This new piece of software is part of their effort to build “automated, reproducible data pipelines that sync.” Not unlike our mission, Max, Mathias and their colleague Karissa McKelvey are committed to expanding the reach and impact of open data. Before their visit, I spoke with Max to learn more about dat.

What are they hiding? Jay Walder, who heads the company that operates Citi Bike, says that he isn’t on board with a bill that would require it to make all its financial information public. The legislation, sponsored by Councilman Ydanis Rodriguez, would release yearly data on whether the program is running at a deficit or profit, and how revenue is allocated. “We put out a tremendous amount of financial information already,” Walder, the former chairman of the MTA, told Crain’s. “I think you can find an awful amount of that information on our Web site already. It is there and people can use it.” Currently, Citi Bike releases its gross revenue on a monthly basis, but doesn’t share whether it is profitable. The union repping Citi Bike workers said they support greater transparency.

A paper prepared by open data solutions supplier Socrata on behalf of the New Local Government Network said that most councils are not yet taking full advantage of the data assets they hold. It said that data is not just a financial asset but has the potential to help transform and integrate services to improve organisational efficiency. Report author Maia Beresford said: “It is only through the proper use, understanding and interpretation of data that councils can achieve any of their aims to transform their services to make them more personal and more effective. “Data is the oil that will smooth the wheels of integration, personalisation, and economic development.” The report said cultural barriers remain in the way of councils making better use of their data.

The Cartagena Data Festival has just wrapped up in Cartagena, Colombia. The festival is an international event committed to discussing data deployment for human development and related topics, like open data, data journalism, big data, and other analysis tools. The festival, which ran from April 20 to April 22 and took place in downtown Cartagena, attracted more than 500 participants and reporters from around the world. Several groups played an organizing role, including the United Nations Development Program, the United Nations Population Fund, the ODI Development Progress, Centro Europeo de Pensamiento Estratégico Internacional, Africa Gathering, and others.
