In February 2015, Rebecca Stavick was appointed executive director of Omaha’s first digital library, the newly-named Do Space, scheduled to launch in November. The new role is a logical bridge between Stavick’s previous five years as staff development specialist at Omaha Public Library (OPL) and her work as cofounder of Open Nebraska, which she describes as “a citizen-led civic hacking organization dedicated to solving community problems through civic application development, open data advocacy, and tech education.” Do Space, which calls itself “a technology library, a digital workshop, and an innovation playground,” will be administered and operated by Community Information Trust, a nonprofit 501(c)3 created and funded by the local philanthropic group Heritage Services.

Outputs: the stuff a business or institution produces. Outcomes: the changes in the world produced by the outputs. Outputs are easily measured — and easy to put a pricetag on. Outcomes are fuzzier but ultimately more important. As Deborah Mills-Scofield wrote in the Harvard Business Review a few years ago, the difference between outputs and outcomes is “fundamental and profound.” In medicine, rewarding outputs can lead to unnecessary testing that robs patients and the entire healthcare system of time and money. In just the last few years, the recently formed title of Chief Digital Officer has emerged in executive offices as a response to the rapid evolution of technology. The Open Data Institute (ODI) has given a qualified thumbs up to the main political parties’ plans for open data in their manifestos for the general election. A blog by its policy lead, Ellen Broad, says the ODI is confident that open data will play a key role in any future UK government, and that the major parties share an awareness of its importance. But their commitments could go much further. It refers to an earlier warning by Sir Nigel Shadbolt, the ODI’s chair, that government has to make constant progress, making the opening up of data part of “business as usual”. The blog says that none of the parties go into detail on how the publication and use of open data would be taken forward if they were to be in government after the election. There are, however, reasons to be optimistic.

Claimant solicitors will be able to carry out background searches on clients to check for a history of fraud from next month. The askCUE personal injury service will go live from 5 May and use of the system will be mandatory from 1 June. All users, aside from claimant firms handling fewer than 10 cases a year, will have to pay a £110 registration fee, giving an unlimited number of enquiries during a 12-month period. The fee will be payable every year, the Gazette understands. The scheme is the result of an unprecedented joint project led by the Association of British Insurers, the Law Society, the Association of Personal Injury Lawyers and the Motor Accident Solicitors Society (MASS).
