Records management and open data are hardly the most enthralling topics, but when it comes to local government, they are of vital importance. We at the Advocate applaud the Victoria County Sheriff’s Office for its plans to centralize records, making it easier for the public to access documents. This is the kind of transparency from public institutions that communities across the country should be emulating. Yes, taking this action will cost money – about $20,000, in fact – but this is a service that is desperately needed. By the sheriff office’s own admission, there is currently not an efficient way for them to run records management. The records the sheriff is planning on centralizing include not only arrest records, but warrant and jail records as well.

Thumbs up to Weaver High School junior Jovany Roman, who likely saved a man’s life when he performed CPR on him in a Hartford restaurant’s parking lot. Another thumbs up for the Weaver gym teacher who taught Jovany CPR. As this young hero proved, having such knowledge can be critical. Thumbs up to Connecticut for getting a score of 96 out of 100 — sixth best in the nation — on its transparency with government spending data through its Open Data portal (data.ct.gov). The grade came from the Connecticut Public Interest Research Group Education Fund, a consumer advocacy nonprofit. But ConnPIRG also found that Connecticut isn’t as transparent on tax credits to private companies and other economic incentives.

After nearly four months, three events, and one final round of selection, Hack the Commute has a winner: Access Map, a tool that helps wheelchair-bound users and others with mobility issues navigate the streets. It color-codes for hill steepness, notes which curbs are or are not accessible, and will soon include information on where elevators are available to the public to help navigate Seattle’s complex urban terrain. Access Map is a potential game changer for people with permanent disabilities, as well as those with injuries, the elderly, stroller-pushers, and anyone else who relies on accessibility. As of 2010, there were 30.6 million people in the U.S. aged 15 and older who had difficulty walking or climbing stairs or who used a wheelchair, cane, crutches, or walker.

Land and Property Information (LPI) has released spatial data for free use as datasets or for web-based services. Minister for Innovation and Better Regulation, Victor Dominello (pictured) said the new datasets had multiple applications, particularly for industries which relied on accurate and detailed mapping. “The newly available data, collectively known as NSW Foundation Spatial Data, is a treasure trove for developers, planners, engineers and other professions,” Mr Dominello said. He said the LPI spatial data was accessible through web services licensed under creative commons.

The Legislature took an important step this week toward providing Californians easier access to financial disclosure statements by public officials. Assembly and Senate budget subcommittees approved funding for the Fair Political Practices Commission (FPPC) to build an electronic Form 700 filing system, replacing the current paper-based system. Each year hundreds of thousands of California public officials, from your mayor to the Governor, are legally required to file a Form 700, also known as a Statement of Economic Interests (SEI), publicly disclosing their personal financial dealings, including income, investments, and gifts. It’s estimated that roughly half-a-million Form 700s are filed statewide every year in California.

これで解決！Windowsで文字入力していると勝手にカーソル位置がずれる問題

こんにちは。

エディタやワードなどで文字を入力しているときに、勝手にカーソル位置が移動してしまう。
そして、意図しない場所に文字が入力されてしまう。

そのような問題で困っていませんか？

長い間、私もこの問題でイライラしていました。

でも解決しました。

ノートＰＣの「タッチパッド」が悪さをしていることが分かったのです。

キータイプ中には、「タッチパッド」には触っていないつもりでしたが、手が少しでも触れると影響しているようです。

この問題は、「タッチパッド」をオフにしておくことで解決します。
ＵＳＢマウスを使っている場合は、「タッチパッド」は不要ですから、USBマウス接続時はオフにしておきましょう。

手順は以下のとおりです。

（１）コントロールパネルから「マウス」の設定を選びます
（２）「USBマウス接続時の動作」タブを開きます
（３）「自動的にタッチパッドを無効にする」をチェックします
　　　※デフォルトは「USBマウスと同時に使用する」に設定されています

ipython notebook をmacにインストールしてみた

ipython notebook をmacにインストールしてみました。

Anacondaという、必要なモジュールが入ったパッケージがあるようなので、そちらからインストールしました。

右上のダウンロードボタンをクリックします。

mac用のパッケージをダウンロード。

ダウンロードしたパッケージから指示にしたがってインストールするだけ。

インストールが完了すると、デフォルトだと、ホームディレクトリ直下の”anaconda”というディレクトリにインストールされている。


cd $HOME/anaconda/bin/    #できれば、パスを通しておいたほうがよい
./ipython notebook

起動するとホーム画面が立ち上がる

右上に”New”と書かれたプルダウンがあるので開く。

続けて”Python 2″を選択すると、notebookが開く。

とりあえず、お決まりの”Hello world”を実行してみる

以上、anacondaなら思ったよりインストールが簡単ですね。

ipythonの本も洋書ならある模様。

Delaware County residents soon will have an easier way to see how the county spends its money. Auditor George Kaitsa said the county is the first in central Ohio and second in the state to join Ohio Treasurer Josh Mandel’s Ohio Checkbook effort. The site lets users search state spending by agency, category or recipient, including a list of businesses that receive the most state funds per year. Kaitsa said a template for the county’s posting of similar information on the site should be ready by the end of June. After Delaware County’s information is posted on the site, the county will add links to it from the auditor and county commissioners’ sites. Kaitsa said the site will allow residents to easily search all of the county’s warrants — essentially the checks the county issues.

Australia is a nation that cares about promoting transparency, empowering citizens, fighting corruption and using new technologies to strengthen governance. At least, this can be assumed given our commitment to the global Open Government Partnership. But if this is so, then why is Australia slow to act, according to data on that very website? Our commitment to promoting transparency, supporting active citizenship or fighting corruption can also be questioned. However, there is progress both in open access and open data, so perhaps it’s a lack of prioritising such international commitments within our growing “open” movement.
