An Assistant Manager at the Department of Industry and Science (DIS) has endorsed the Department of Finance’s data.gov.au website, saying his Department has benefited from using the site in a number of ways. Assistant Manager in the Research Commercialisation Section of the DIS Science and Commercialisation Policy Division, Alex Aitkin said a broader range of stakeholders could now access the Department’s data more easily, allowing work to be done that would otherwise be prohibitively difficult. Mr Aitkin’s comments appeared as a guest post on the data.gov.au site.

Setting up accountability would allay fears of privacy infringement. Heatlhcare data should be open by default in order to support research and medical breakthroughs, according to Sir Tim Berners-Lee. Speaking at a roundtable event hosted by the Open Data Institute, Berners-Lee, inventor of the World Wide Web, said: “I want to use this opportunity to put in a big plea for clinical data being by default available for research.” The topic of data use in healthcare has been a sensitive subject for many, with the Care.data scheme receiving strong criticism from the Major Projects Authority, which deemed it ‘unachievable’. One of the main issues with using healthcare data is public concern over the sensitivity of the data and who has access to it.

We’ve just arrived in Addis Ababa, Ethiopia, for the final step in our journey that culminates this week with an agreement for Financing for Development. The process has included feeding into a U.N. Intergovernmental Committee of Experts on Sustainable Development Financing report, informal advocacy, and finally seen us in New York for the past five months of formal and informal intergovernmental negotiations. At the same time, this week’s agreement marks a beginning. This conference is the first of three important conferences for sustainable development this year. There are high expectations to see if the outcome will set the right tone for the sustainable development goals — and from there to the climate change negotiations.

Catawba County placed number one in its population category, Wake County ranked 4 and Durham County 10 in the 2015 Digital Counties Survey by the Center for Digital Government. The 13th annual survey recognized 54 U.S. counties as “adaptive IT leaders, collaborators and arbiters of the public trust.” The Center for Digital Government, sister organization to Government Technology, has found 54 of the most innovative and pioneering counties in the nation in 2015. Wake County rose four places from its rank last year and was cited for its open data portal and regional collaboration on E911 services. Durham was noted for its IT governance, open-data collaboration, and coming use of cloud tech via Microsoft 365. Many counties are slow in moving to the cloud, the report says.

On Monday, July 13, the Philippine Center for Investigative Journalism (PCIJ) and the UK- based Open Knowledge Foundation (OKF) launched Data Journalism PH 2015, an intensive three-day workshop aimed at boosting local capacity to create stories from raw data. The launch event in Quezon City was attended by reporters and staff of various major Philippine news outlets and blogs. PCIJ Executive Director Malou Mangahas underscored the storytelling potential of data-driven journalism, particularly in an age of social media and cloud computing—barring hurdles to “liberating” the data for public consumption. Moreover, it is hoped that greater public awareness of data journalism will enable greater transparency and accountability from government.

There are two big but bloody obvious issues at stake as the nations of the world meet in Addis Ababa, Ethiopia, for the third International Conference on Financing for Development this week: finding the money then monitoring that money. The first issue, of course, focuses on the shape and structure of the trillions of dollars in financing from all partners — south and north, public and private — that will be delivered over the course of the 15-year life span of the new global goals for sustainable development, but without good data, the dollars don’t go so far or always where they are intended. That’s where the Addis accord must chart a new path.

The government needs to open up far more of its information and move to a culture of making decisions based on data not targets, Cabinet Office minister Matthew Hancock MP has said. During a speech in London today, Hancock (pictured) praised progress since 2010 on opening up public sector data, with 20,000 datasets now published on the government’s portal data.gov.uk. The open data agenda was enthusiastically promoted by his predecessor Francis Maude MP, for transparency reasons but also to boost economic growth by new startups being created on the back of the newly-released data. However Hancock admitted the government “needs to go much further”, as much high-value data is yet to be released and the data available needs to be made more usable.

The Philippine Center for Investigative Journalism (PCIJ) and the Open Knowledge Foundation (OKF), on Monday launched Data Journalism PH 2015—a training program for journalists and citizen media in producing high-quality, data-driven stories to produce compelling investigative stories. Data Journalism PH 2015 will train journalists on the tools and techniques required to gain and communicate insight from public data, including web scraping, database analysis and interactive visualization. “This project is a training program. We want to share with the community exactly where they can really get stories to be used by the Philippine media,” said Malou Mangahas, executive director of PCIJ.
