The administration is planning an emphasis on making open data more accessible to the broader public in its annual update to the city’s open data plan. The annual update on July 15 is a key component of the city’s open data law passed in 2012, and this year marks the first update under chief analytics officer Amen Ra Mashariki, who assumed his position last fall. Rebranded as “Open Data For All,” the city is planning a city-wide engagement tour with the Mayor’s Office of Data Analytics and the Department of Information Technology and Telecommunications focused on open data in all the five boroughs to gather suggestions and feedback, echoing the DigitalNYC tour earlier this year, and leading to an Open Data Summit in the fall.

The UK has one of the most open governments in the world and is a leader in the open data agenda. Since launching data.gov back in 2010, which now contains over 20,000 public sector datasets that are free for use by anyone, it has continued to strive to release as much information as it can into the public domain. However, new Cabinet Office Minister Matthew Hancock has said that there is “much more to do” and that “open government needs to go viral”. Speaking at an event this week in London, which was aimed at developing the UK’s Open Government Partnership national action plan, Hancock made some interesting proposals for a new age of open government that relied on sharing information and crowd sourcing citizen advice to guide policy making.

IBM Research- Africa has announced partnership with RTI International, a leading nonprofit research institute, to deploy big data analytics and cognitive technologies. In one of the initiatives under this partnership, IBM and RTI are developing and testing intelligent systems for data capture and decision support to improve accountability and transparency in more than 100 schools in Mombasa County, Kenya. The project is designed to support the Kenyan Ministry of Education Science and Technology data collection initiative Both firms will explore ways of using advanced technologies to capture accurate data about challenges in areas such as healthcare, agriculture, water and education.

The city will roll out a new initiative Wednesday to increase New York’s digital transparency and give New Yorkers better access to data from its various agencies. The mayor’s office and Department of Information Technology and Telecommunications will give an update on the city’s Open Data Plan, which aims to get all public data online by 2018. The agencies will also launch programs that will engage New Yorkers with the information, including citywide forums and a visualization tool for certain data. “All of this means it will be easier for people, even those with no programming experience — like myself — to find the information they want, and better ways to use that information,” Mayor Bill de Blasio said in a statement.

Despite repeated efforts by Congress and others, the National Technical Information Service just won’t go away. In a Senate hearing a year ago, Sen. Tom Coburn (R-Okla.) told NTIS Director Bruce Borzino that “our goal is to eliminate you as an agency.” Fast-forward to 2015: Coburn is retired, and NTIS is looking to refocus its outmoded mission of collecting and disseminating scientific, engineering and technical research to government agencies and the public. The new plan is for NTIS to become a hub of the government’s Open Data policy, connecting public and private sector data initiatives, working with the private sector to imagine new products that could be based around government data, and support the delivery of data to end users. NTIS collects fees for its services.
