Open Government Data is data produced or commissioned by government that is made publically available in open format (e.g. csv) for free use and redistribution. Key open government datasets in Nepal remain in closed formats, including government budget and expenditure, and key national statistical data such as the census. This website shows how Nepal compares against other countries in terms of the openness of government data – we fall behind both India and China in our ranking. There are many reasons why government data should be made open. Through improvements in transparency, open government data can enable participatory governance and release social and commercial value.

GUELPH — Six weeks into the job as the city’s open government program manager and Andy Best does not yet feel like the public face of open government at Guelph city hall. But over the next year, Best will be rolling out a number of initiatives that fall under the open government banner and he’s very excited about that. “It’s about improving service to business and citizens,” he said. “It’s about city hall having a great relationship with the community. Open government will provide the tools for information to flow. It will allow people to hold their local government accountable. It’s about transparency and trust.” City hall has been working on open government for a while now and there are many projects in the works already.

Aliyun, Alibaba Group Holding Ltd’s (NYSE:BABA) cloud-computing unit has planned to launch an artificial intelligence platform to facilitate its customers regarding purchases. As per Aliyun, DT PAI can be implemented by connecting standardized modules and assigning the targeted parameters before application development thus not requiring traditional coding. The service could help companies find key trends within their customer data, or even recommend goods to users, according to Alibaba. The company had stated that Alibaba’s Open Data Processing Service (ODPS) has the capacity to manage 100PB of data. When Alibaba announced a $1 billion push into cloud computing back in June, CEO Daniel Zhang said that the spend was “just the beginning”.

Alibaba’s cloud computing business is hoping to attract enterprise customers with a new artificial intelligence service designed for data mining and analysis. The new system, named DT PAI, will study large volumes of data to create forecasts on industry trends, the company said today. The service can be operated by linking standardized modules and setting the targeted parameters prior to application. Xiao Wei, DT PAI product manager, said the Aliyun will roll out a free public test of the concerned service for an exclusive bunch of early users in the coming weeks. Although Alibaba is not especially well known for its artificial intelligence, or even cloud computing, output, the e-commerce giant has been expanding its technology offering in recent times.

During a campaign stop in Iowa this week, former Secretary of State Hillary Clinton touted the importance of telemedicine, Politico reported this morning. The entire speech is available from Clinton’s campaign, but here’s the relevant passage: “And we also need to do better on health care. Decades ago, I led a commission on rural health in Arkansas that worked on increasing access in remote parts of the state,” she said. “Today, our health care system has changed dramatically, but it’s still too difficult for families in rural America to find quality, affordable health care. And I know many families here in Iowa are worried about even more rural hospitals closing. Telemedicine can help  — and we should streamline licensing and explore how to make that reimbursable under Medicare.
