ABU DHABI // As the first major global conference on the environment since the United Nations adoption of the sustainable development goals, the Eye on Earth Summit convened in Abu Dhabi on Tuesday with hopes of better understanding why our planet is heating up. This year, the main speakers agreed, was pivotal to finding a solution to climate change, as much of the work being done will culminate in the Paris 2015 summit, the biggest environmental event since the Kyoto Protocol was signed in Japan in 1997.

While it isn’t the Stage 3 meaningful use delay that many stakeholders are anxious to see, HHS has finally allowed the healthcare industry to view and comment on the flexibility provisions for the EhR Incentive Programs, which will primarily affect Stage 2 meaningful use attestation between 2015 and 2017. The Department also unveiled the final version of the 2015 Certified EHR Technology criteria, which will have a major impact on efforts to improve health data interoperability, health information exchange, and population health management. The 560 page document, which includes both the flexibility rule and the 2015 CEHRT framework, is available to view here.

HA NOI (VNS) — Viet Nam has implemented an open contracting initiative as part of a drive to improve transparency in procurement activities, particularly in public investment projects. This was also aimed at boosting the participation of the public in supervising contracts to improve the efficiency of State capital, said Deputy Minister of Planning and Investment Dao Quang Thu at a ceremony held in Ha Noi on October 6. Open contracting refers to norms and practices for increased disclosure and participation in public contracts at all stages of the contracting process and all types of contracts, said World Bank specialist Lindsey Marchessault. Open contracting encompasses all public contracts, including contracts funded by combinations of public, private and donor sources.

Malaysia can deploy Internet of Things (IoT) in establishing smart cities from best practices and examples learnt from developed countries. Gartner Inc sustainability and smart ecosystem research VP Bettina Tratz-Ryan said while Malaysia may not be in the forefront of IoT deployment and smart cities, the country can carefully assess developments and take best practices from Singapore, China, Japan and other countries. “The country can leverage on cases and practices used by other countries, and identify areas of investments where it is needed and not just investments in technology,” she told The Malaysian Reserve in an interview recently.
