A free course that teaches non-programmers to write their own program, one line of code at a time, starts today on the Future Learn platform. The focus of the course is data analysis using real world datasets. With the newly launched TechPrep and the preparations for this year’s Hour of Code there are plenty of Learn to Code opportunities available. However for adult learners the problem is often that they don’t start by providing a good rationale for acquiring this skill and fail to address the question “Why do I need to learn to code?”. Learn to Code for Data Analysis is a new 4-week course from the Open University that starts on October 26th and presents a very valid reason in its title.

The OD WG focuses its efforts on four work streams: Principles, Standards, Measurement of Impact, and Capacity Building. The OD WG is jointly coordinated by government and civil society anchors: Stephen Walker, Treasury Board Secretariat, Government of Canada, and José M. Alonso, World Wide Web Foundation. FREMONT, CA — Penguin Computing, a provider of high-performance computing, enterprise data center and cloud solutions, announced that it has been awarded a contract with the U.S. Department of Energy’s National Nuclear Security Administration (NNSA) to install the company’s Tundra Extreme Scale (ES) series. The systems are being procured under NNSA’s tri-laboratory Commodity Technology Systems program, or CTS-1, to bolster computing for national security at Los Alamos, Sandia and Lawrence Livermore national laboratories. The resulting deployment of these supercomputing clusters will be one of the world’s largest Open Compute-based installations, a major validation of Penguin Computing’s leadership in Open Compute high-performance computing architecture.

In the rush to enact open data policies and dive into innovation projects, cities are seriously considering the value of chief data officers — and officials in Long Beach, Calif., are no different. But the city is taking a different approach: crowdsourcing. The chief data officer role is an emerging one, encapsulated in a trichotomy of technical expertise, internal strategizing and community engagement. For cities, chief data officers often oversee the nuances in analytics projects and open data policies, coordinate department data initiatives, and vet potential tech partnerships in the private sector. For citizens, the role is most visible in their advocacy for civic apps and volunteer expertise.

At the IBM Insight conference in Las Vegas today, the company introduced its Insight Cloud Services that deliver insights to businesses using analytic models. IBM Insight Cloud Services are accessed in myriad ways, including an alliance with Twitter and The Weather Company. The new service uses open data sets and its own data to churn out B2B insights for industries, such as retail, insurance and media. Joel Cawley, GM-information and insights as a service, IBM, stated that Insight Cloud Services will “help clients create actionable insights from the noisy reality of the world,” learn from data sets and receive feedback from outcomes to achieve more accurate outcomes.

OVER the past decade, governments across Australia have dramatically increased the amount of detailed spatial information available to the public. This move towards “open data” has allowed individuals to visit government websites and trawl through information that interests them. Maps and numeric “raw” data help people interpret a place and come to informed positions about issues. I’m a firm believer in open data because having this information available increases the level of debate about issues. Local government on the Sunshine Coast is proactive in this space, with dozens of tools available on the council’s website to help local residents pore over datasets on everything from waterways to property zones.

A California bipartisan oversight committee, the Little Hoover Commission, has issued recommendations on how the state can bring a more customer-centric government to residents and visitors. The report, “A Customer-Centric Upgrade For California Government,” calls for the governor and Legislature to designate a chief customer officer, a job that would fall to the secretary of the Government Operations Agency, and an internal digital services team “to help departments deliver services that work for Californians” that would reside within GovOps. Taking a cue from the federal digital services shops like 18F, this team would recruit members of the private sector to work on short-term projects.
