Because data is such an invaluable resource, the National Association of State Chief Information Officers (NASCIO) knows state governments must manage it properly to succeed. As a result, NASCIO is preaching the importance of data management in a series of papers, the first of which was published last week. In Data: The Lifeblood of State Government, NASCIO says that state CIOs consider data management to be a key issue. Still, agencies and state departments have neglected it. According to NASCIO, just a “small percentage” of data is analyzed and used to improve the quality of life in ways such as “insights on citizen service delivery, improving performance and making better policy decisions.

Columbia University will lead a $1.25 million project funded by the U.S. National Science Foundation (NSF) to share data, tools and ideas for tackling some of the big challenges facing the northeastern United States. As lead agency for the Northeast Big Data Innovation Hub, one of four NSF-sponsored hubs, Columbia will bring together experts in the public and private sector to collaborate on data-driven solutions to problems in health care, energy, finance, urbanization, natural science and education. Massive datasets and novel computational techniques are changing how individuals and societies approach day-to-day tasks.

To get there you’ll need precise voice directions to specific building numbers, but you can’t find an app that meets the challenge. Next, imagine you’re an app-maker who wants to provide the most accurate navigation at the lowest cost ​to seeing-impaired customers. To do that you’ll need access to an accurate database of street addresses. While cities routinely collect this information, it isn’t necessarily publicly available. Now a pioneering open data project in Louisville, Kentucky is lighting a torch to show cities, civic tech enthusiasts, and local businesses how to make sure assistive technology like this is easily and cheaply available.

We’ve just rolled out the 2014 Global Findex microdata, which features about 1,000 individual-level surveys on financial inclusion for 143 economies worldwide. Check it out at the Findex homepage or in the World Bank The microdata lets you splice and dice the Findex indicators by age, education, gender, and income quintiles. Let’s say you work on gender programs in Kenya and want to come up with ways to help women get bank accounts. From the main Findex data portal, we find that 71% of Kenyan women have an account. How about the 29% who are unbanked – what reasons do they give for lacking an account? How many of them use informal savings and belong to the poorest 20% of households? Those are the sorts of things the microdata can help you with.

Barb LaFleur will be providing the Census Bureau overview and a hands-on demo of the Census Business Development Tool at this year’s Data Users Conference on Nov.19. Mike Ratcliffe with the Census Bureau Geography Division will focus on Census view of geography and innovations in GIS. Jeff Mitchell, the director of the University of New Mexico’s Bureau of Business and Economic Research, and Robert Rhatigan from UNM Geospatial Population Studies will be the luncheon speakers. Mitchell will present a review of New Mexico’s recent economic performance and a short-term economic outlook. Rhatigan presents a new round of population estimates and tri-annual population projections for the state. Conference breakouts will focus on business, education, GIS, Open Data and U.S. Census data.

SAN JOSE — To find out how much the city spends on police, libraries or parks, you previously would have been stuck sifting through lengthy budget documents online or digging through countless pages tucked inside a 6-inch binder. But a new program, set to be unveiled at a news conference Tuesday, will give San Jose residents the ability to view the city’s finances through an interactive and user-friendly Internet portal. The open data portal, powered by OpenGov, will cost about $10,000 in its first year, said Councilman Johnny Khamis, who secured $29,000 for the program. But the new system, the first of its kind for San Jose, will provide residents with access to information in easy-to-digest chunks, he said.

The solution, which topped the 2015 Sort Benchmark contests, sorts 100TB of data in less than six and a half minutes. AliCloud announced that its distributed computation framework, FuxiSort, has set new world records for the Daytona and Indy categories of Sort Benchmark’s GraySort and MinuteSort benchmarks. The Daytona category of the GraySort and MinuteSort benchmarks has long been considered the gold standard for measuring the scalability and efficiency of general-purpose distributed computing systems. Sort Benchmark was first held in 1987 with single systems, and gradually accepted computing clusters as processing hardware from 1998.

Australia is getting data smarter with the launch of DataStart, a public-private partnership to support data-driven innovation in Australia with strong corporate support. The Department of the Prime Minister and Cabinet is partnering with Pollenizer, an established Australian incubator, to deliver DataStart – an open data initiative to support data-driven innovation in Australia. Data-driven innovation added approximately $67 billion to the Australian economy in 2013, according to data from a September 2014 PwC report entitled ‘Deciding with Data – How Data Driven Innovation is fuelling Australia’s economic growth.
