The intergovernmental Group on Earth Observations (GEO)concluded its twelfth Plenary session and fourth MinisterialSummit in Mexico City with commitments to share data on Earth observations at a time of exponential data growth, human development and climate change. Hosted by the Instituto Nacional de Estadistica y Geografia(INEGI), the week-long conference was attend by more than 400 delegates from 41 GEO governments and 39 partner organizations, and included Ministers of Environment, Science and Natural Resources.

The city of Reno wants to make its data more accessible, be it building permits or violent crime stats. Reno Public Radio’s Julia Ritchey has more the city’s new digital transparency platform. City manager Andrew Clinger debuted their new data portal, called Open Reno, at last weekend’s Hackathon, a day-long conference on technology and government. The site replaces an older version and makes it easier to search for information. “On the website, we have some performance data out there information related to response times for our fire department; we have information on there on the budget; we have information out there on how much debt the city has,” he says. Additionally, the site allows regular citizens to access the city’s raw data sets.

Government data spanning more than 40 years is set to be released for public online viewing by the Department for Environment, Food and Rural Affairs (Defra) as part of its open data campaign. In 1939, the wartime government had a number of concerns about food policy, with the general public asking questions such as: Do people have access to a sufficient variety of food for a healthy diet? Could the country produce enough to feed itself? Would high food prices force people to go hungry? A survey was then designed and answers from the public were compiled into a data base, forming what was first known as the Wartime Survey, as it was first compiled in July 1940. Now known as the Family Food survey, it will celebrate its 75th anniversary next year.

Microsoft announced yesterday it is creating two data centers in Germany, putting data out of the U.S. government’s reach. The facilities are controlled by T-Systems, a Deutsche Telekom subsidiary, which will be the “data trustee.” Microsoft employees won’t be able to access the data, which is significant, the report states, because “even though Deutsche Telekom has sizeable operations in the U.S., as a non-American company it is not legally subject to the same U.S. data-sharing rules.” Microsoft lawyers say the legal arrangements are “bulletproof” because if the company doesn’t even have keys to the building, “the U.S. government can hardly demand that it open the doors.

One of the biggest movements in state & local government in 2015 has been the push for open data. Open data allows government agencies to easily provide information to the public, increase government transparency, foster engagement with citizens and enhance civic life through technology. In the Center for Digital Government’s recent 2015 Digital Counties Survey, 54 innovative counties were recognized as being the best at using technology. Top winner, Fairfax County in Virginia, impressed the judges with their notable open data and transparency initiatives. Fairfax County’s CIO, Wanda Gibson, explains that managing the county’s data is a huge job because the county has 55 business agencies, each with different types and formats of data.
