The Open Government Partnership (OGP) is pleased to announce that Sanjay Pradhan has been selected to lead the organization starting mid 2016. The Open Government Partnership was launched by eight Heads of State at the UN General Assembly in 2011, and in just four years, 69 countries have joined the partnership, along with hundreds of civil society groups and several multilateral organizations. Sanjay will help ensure that OGP continues to succeed in its mission to promote government transparency, accountability and responsiveness to citizens. Sanjay will lead the OGP Support Unit, and will report to an international Steering Committee of 11 governments and 11 civil society leaders.

The newly released 2016 edition of the International Debt Statistics (IDS) shows a rapid rise in sovereign bond issuance in some Sub-Saharan African countries. This includes those countries that have benefited from Heavily Indebted Poor Countries (HIPC) and Multilateral Debt Relief Initiative (MDRI) debt relief programs. The chart above shows that sovereign bond issuance in certain Sub-Saharan African countries has risen substantially over the past 4 years. At the end of 2011, bond issuance totaled $1 billion and by the end of 2014, it amounted to $6.2 billion. Steady global market conditions and the potential for higher returns for investors have helped pave the way for more access to international markets, where the average return for these bond issuances is about 6.

AMHERST, Mass. – Two University of Massachusetts Amherst computer scientists who are helping to shape the intellectual agenda of the National Science Foundation’s (NSF) Big Data Research and Development Initiative attended the first Northeast Big Data Hub workshop at Columbia University in New York City today. On October 30, the district court of Amsterdam ruled that the Netherlands Health Authority could keep secret all information related to declared health costs and tariffs of health products. The court upheld the decision made by the Netherlands Health Authority in the FOIA request by Open State Foundation but new information gathered during research makes an appeal to the Council of State necessary. Open State Foundation found not only that data on health costs, including prizes per health provider were earlier published on a government-owned website. Also in 2005 an earlier FOIA request was honoured within a week. In addition, in its decision the district court of Amsterdam held the opinion that there was no need to ask health providers their views.

At the end of November, Open Knowledge, School of Data and the Philippine Center for Investigative Journalism (PCIJ) wrapped-up their six-month data journalism training for media organisations in the Philippines, the first of its kind. Over 100 journalists and civil servants gathered at the Cocoon Hotel in Quezon City to see the twelve participating media teams present their work and listen to keynotes from The Guardian’s Caelainn Barr, Undersecretary Richard Moya (Open Data Task Force Philippines), Kenneth Abante (Department of Finance) and Rogier Van Den Brink (World Bank) on the interplay between government open data and public integrity journalism.

THERE’S an interesting spat taking place in the Straits Times (ST) Forum pages today. It concerns the transparency of G data. Lee Kuan Yew School of Public Policy academics Prof Asit Biswas and Mr Kris Hartley said in an ST commentary last Friday that, to quote the headline, “S’pore could afford to be more open to sharing data“, after analysing the 2014 Global Open Data Index collated by Open Knowledge, a global non-profit network aimed at increasing global data transparency. Today, there is a riposte from the Ministry of Finance (MOF) in a letter headlined, “Govt more open in sharing data“. The ministry hit out at the academics’ use of outdated data.

It’s good Bill de Blasio the public advocate didn’t start a letter-grading system on how agencies comply with the Open Data Law because right now his Office of the Mayor would probably get a D. Since the city’s landmark Open Data Law was passed in 2012, city agencies have released more than 1,400 data sets through the NYC OpenData portal. It’s impressive, but the vast majority of those sets (more than 1,100) were public by the time Bloomberg left office. As de Blasio wraps up his second year in office, City Limits took a look under the hood of the city’s open data initiative, a program — and philosophy — the mayor championed as public advocate, during his campaign and to this day. What we found is little progress beyond what was built under Bloomberg.
