Open North is a Montreal-based non-profit that helps create technologies to promote government transparency and public participation. Their work was widely used in the last federal election to power voter engagement programs from Leadnow, the federation for Canadian Municipalities, Vote Savvy and others. We caught up with Jean-Noé Landry, Open North’s Executive Director, to give us the run-down on Open North, their work on the Represent Civic Information API, and how funding from CIRA is helping them advance their work. .CA: For starters, can you tell us a bit about Open North and the Represent API? The term “citizen engagement” has undergone a major transformation over the past couple of decades. In the old days, town hall gatherings, city council meetings and newspaper articles were the primary sources of municipal information for citizens. It was a one-way dissemination of data in which journalists ultimately decided what the public needed to know. Starting in the early 2000s, technology was slowly introduced into the engagement process. Government websites began housing PDF reports, meeting minutes, board resolutions and open data sets for the public to access at their leisure. Though still a one-way conversation, this was a big step in the right direction.

Acting Information Commissioner Jan Liebaers says efforts to make public sector data more open must be stepped up, especially through e-Government, to increase the public’s accessibility to critical government information necessary for transparency and accountability. His comments follow the release of the 2016 Global Open Data Index in which Cayman has been included for the first time. This country is ranked 61st in the index, a spot shared with Pakistan and the Russian Federation as it relates to being open and transparent with government data. Nepal and Benin also tied for the 61st spot on the index which is produced by UK-based Open Knowledge Institute that assessed a total of 120 countries.

Most folks understand the need for transparency and openness in government, but some question the need to invest the effort in a comprehensive open data effort. And to be perfectly fair – very few folks have measured the impact of open data. Since we love being data-driven, we decided to attempt measuring open data. TAIPEI, Taiwan – The Education and Labor Ministry released data on employment for university graduates Wednesday, confirming positive wage growth and debunking the nation’s previous NT$22,000 (S$950) average starting salary among new graduates. Deputy Education Minister Chen Der-hwa said the data will likely become a reference for school enrollment figures in the future. More open data analysis will be done according to each academic discipline, Chen said. The Ministry of Education (MOE) will reportedly refer to the data to distribute grants for private institutions, considering factors such as the academic department’s employment rate post-graduation and wage levels.

Typically, a letter grade of “C” means “average.” But when it puts your country on par with the likes of Pakistan and Russia, in terms of government transparency, what it really means is “unsatisfactory.” According to a new Global Open Data Index, ranking the availability and accessibility of government data, Cayman came in tied for 61st place, right in the middle of the 122 countries that were assessed. The scores are based on 13 different kinds of data, including statistics, government spending, election results, procurement tenders, company registers, land ownership and weather forecasting.

Commuters in Birmingham are waiting longer than any other city Birmingham suffers the most train delays in the country, according to new research that showed almost half of morning services were late. Data from September to November this year showed 46 per cent of services into New Street, Moor Street and Snow Hill stations between 7am and 10am were late. It means passengers who use a train between 9am and 9.30am every day would lose 11 hours due to delays every year. David Sidebottom, Transport Focus’s passenger director, said the data, from Open Data Institute (ODI) analysis, showed the need for improvement in the rail industry. Waco, Texas, became the fourth What Works City, and the fourth city in Texas, to pass an open data policy. Following in the footsteps of recent open data policies in Jackson, Miss., Kansas City, Mo., and Mesa, Ariz., Resolution 2015-756 was passed Dec. 15, 2015 — a big step toward increasing citizen engagement and transparency. In August 2015, the Waco City Council authorized a partnership with What Works Cities to advance the use of data and evidence in city hall, with Sunlight leading work on open data.
