Open-data initiatives exist in many Member States. There is a need for more cooperation and coordination in support of Europe-wide, data-driven open science. Recognising this, the European Commission has launched the European Open Science Policy Agenda, which supports initiatives to develop big data infrastructure, improve data standards, increase data sharing and develop new methodologies. Jean-Claude Burgelman of the European Commission began the session by showing how policy developments at European level respond to societal demands for open data and open science. Public data are generated using public money and should be freely available to citizens and companies. This is a fundamental principle of the EU Open Data policy, said Yvo Volman of the European Union’s Publications Office.

Heaven knows, but the government’s open data portal data.gov.in is transforming the world of information and its use by citizens. There are literally terabytes – or maybe exabytes or zettabytes – of information available on the site. From the trivial to the high value, all kinds of data are continuously uploaded by 107 chief data officers (these are senior bureaucrats who have been nominated to be data evangelists) from 98 government departments. Now, the States too are joining the open data revolution that the Centre set in motion in 2012.

The three dozen inspectors at the Chicago Department of Public Health scrutinize 16,000 eating establishments to protect diners from gut-bombing food sickness. Some of those pose more of a health risk than others; approximately 15 percent of inspections catch a critical violation. For years, Chicago, like most every city in the U.S., scheduled these inspections by going down the complete list of food vendors and making sure they all had a visit in the mandated timeframe. That process ensured that everyone got inspected, but not that the most likely health code violators got inspected first. And speed matters in this case. Every day that unsanitary vendors serve food is a new chance for diners to get violently ill, paying in time, pain, and medical expenses.

The Regional Transportation District is taking steps to allow its riders to track buses in the Denver metro area as they progress, and to more accurately predict arrival times. This week, RTD released open data for real-time information, hoping that prospective developers can use it in crafting mobile applications for riders. “RTD is committed to supporting the development community,” the district said in a statement Wednesday, “and encourages third-party developers to create apps, widgets and other tools that will benefit riders.” A number of these apps already exist; The Transit App, Denver Rail, Moovit and Transit Tracker already get RTD data, and Google Maps is expected to follow suit in the coming weeks, RTD said. The real-time data is only available for local lines at the moment.

Ai Weiwei’s retrospective at London’s Royal Academy of Art came to a close in December. In it, the Chinese artist showed a range of works that addressed creative freedom, censorship and human rights. Bicycles, Qing dynasty tables, porcelain crabs, bronze-casted bones and fragments of the artist’s own demolished studio were configured into a powerful statement of his activism. While Ai Weiwei’s works speak to a global community, they often represent a direct challenge to China’s ruling Communist Party. The premise of this challenge is one of openness, a refusal to support what Ai Weiwei sees as the Chinese authority’s lack of transparency, democracy and freedoms.

Research revealed the cities most affected by morning delays, and the Fasteroute Delay Explorer now allows commuters to evaluate a train service’s reliability. By analysing a service’s punctuality over time, visualisations show users the probability of arriving on time, or with delays. The open source code for developers is also available on GitHub. Imagine, for a moment, a time when your residents and visitors are able to trade with your local community, visit local landmarks, shops and attractions without fear of inadvertently falling foul of local regulations. Envisage that when genuine mistakes do occur, visitors and residents are left with a positive feeling about local services and how they are managed. If we dare to dream of a world where no penalties are needed, it might actually happen. The delivery of core services, and parking provision in particular, has become very complex. Local authorities have to meet the varying, and sometimes competing, parking and delivery needs of residents, retailers, businesses and visitors. Parking management must be transformed so that it becomes a favoured local service, not a feared one.
