The improving accessibility of open data is providing insights into the Colorado River basin’s 16-year drought, thanks to a recently launched, interactive digital tool from the U.S. Interior Department. The “Drought in the Colorado River Basin” portal details the state of the watershed that supplies 1 in 10 Americans and 5.5 million acres of land with water, despite reservoirs at about 50 percent capacity. The basin spans seven states and is one focus of the U.S. Geological Survey’s Open Water Data Initiative to quantify the use of national water resources. “Projects like this one show the power of open data to help us better understand our resource challenges,” Interior Department Deputy Secretary Michael Conno said in a December announcement.

DOBSON — Few conclusions, if any, can be drawn on traffic-stop data based for the Surry County Sheriff’s Department, because that data has gone largely unreported for the past few years. For example, according to NCDOJ data found on OpenPolicingDataNC.com, the number of white drivers stopped dropped from 424 in 2010 to 97 in 2011. Only two stops were reported by the sheriff’s office for any race or ethnicity in 2014, and 24 in 2015. From 2003 to 2011, the total number of stops resulting in an officer using force totaled 13 for any race or ethnicity, with no data reported from 2012 on. “There was no intent to withhold information, it was just a matter of misunderstanding what we should have been doing,” said Sheriff Graham Atkinson.

New peer-to-peer platforms that match lenders with borrowers are proving to be more efficient than banks at connecting those with money and to those that need money. Known as marketplace lenders, this new industry is still very much in its infancy, currently representing a tiny proportion of total loans compared to bank lending, writes James Sherwin-Smith At present, small marketplace lenders can compete with much larger banks. While they lack the banks’ economies of scale, they often enjoy favourable regulatory treatment and use more modern technology, unencumbered by the complex, out-dated systems that plague most banks. A cursory glance at any bank’s financial statements and you find three line items constitute the majority of their cost: people, premises and IT.

As outrage mounts over fatal police shootings of unarmed civilians, a growing number of police departments nationwide are releasing data on officer-involved shootings, use of force, and traffic stops. The increase in availability of policing data is due to the White House Police Data Initiative , launched in May of last year at the recommendation of the Task Force on 21st Century Policing , which the president created in 2014. In the initiative’s first five months, 26 city police departments joined, including 11 in the South. While North Carolina has been the nation’s leader in traffic stop data collection for years, accessing and analyzing the data has been difficult.

IT shops in Tennessee, Philadelphia and Boulder, Colo. are taking advantage of the open-source analytics.usa.gov dashboard,  leveraging its tools for analytics to make data-driven decisions. Each team has provided tips to other organizations for smooth adoption in a recent 18F blog post. Analytics.usa.gov was launched by 18F, the General Services Administration’s Digital Analytics Program, the White House and the U.S. Digital Service last March, and the code for the website and data collection tools were made publically available on GitHub. The city of Boulder uses a version of the dashboard as an internal stats page for content managers to track metrics like social media and search, giving them usage data for content-based decisions.

Good use of data to drive debate about improving bus services. Bristol City Council has put quite a lot of data in the public domain. While this data does not provide all the answers it probably does help drive public understanding, although average figures won’t mean much to many passengers. However, it is heartening that it appears data has been published by route and stop, thus avoiding the bland statistics in annual reports which only describe performance across the network. At route and stop level, data can inform detailed service planning and help identify and address the causes of late (and indeed early) running.

The city of Madison, Wisconsin, launched its open data initiative in 2013, but the movement fizzled because City Hall spent more time trying to control its hackers than it did using its portal. “I don’t think Madison has a clear workflow with how to engage with a tech volunteer,” civic hacker Correll Lashbrook recently told The Cap Times. “It would be really great to have better collaboration.” Madison’s open data communities are now “almost dead,” according to The Cap Times. For a data push to be truly “open,” the information must be freely accessible to anyone—increasingly important as more civic data standards emerge. But some of those standards are still a bit blurry and data advocates are working to bring clarity.

From a new crime map to meetups to a recently purchased domain name to talk of Delaware as a national leader, we’ve been talking about open data in Delaware a lot lately. To further prove the time is ripe for open data in the First State, Andrew Dinsmore from the office of Sen. Chris Coons (D-Del.) wants to let folks know the senator is onboard with open data. “As an FYI, we like open data too,” Dinsmore wrote in an email. This fall, Coons co-authored a bill, the Crowdsourcing and Citizen Science Act of 2015, which, if passed, would promote the federal government’s use of crowdsourcing and citizen science to improve scientific research, literacy and diplomacy efforts.
