CDPH will be transitioning from its standalone Open Data portal to a microsite under the California Health and Human Services Agency’s (CHHS) Open Data portal. CDPH Open Data datasets will be published alongside other CHHSA department microsites. This migration will allow CDPH to contribute to the administration, outreach, and promotion of open data and leverage the cost sharing advantages of a single, centralized CHHS Open Data portal. As the migration date approaches, CDPH will send out announcements to the Open Data ListServ community, the California Conference of Local Health Officers, County Health Executives Association of California and their stakeholders.

I recently moderated an event for the National Governors Association at the Harvard Kennedy School. In one session, performance management expert Bob Behn told a group of governors’ chiefs of staff that one of the most basic but often overlooked aspects of an efficient organization is a shared definition of key terms. Simple words can take on significantly different meanings to different people, and if a standard definition for these words is not set, collaboration is stifled by miscommunication. The idea is that any one piece of information can be constructed in various ways — its operational value depends on a shared understanding. The same holds true for data, which is why standards are crucial to any open data policy.

TechxAct Chairman G.H. Paryavi, who is in Brazil visiting government authorities, said in a phone interview the data centers could serve clients who did not want to store their data in the United States. Brazil’s neutral status in the international community is a strong selling point for the project, Carlos Tavares, the company’s vice president of strategic alliances said. None of TechxAct’s 1,000 corporate and government clients would object to storing their data in Brazil, he said. The foreign investment branch of Sao Paulo state’s government said in a press release it planned to sign a memorandum of understanding with TechxAct confirming two of the centers would be based in the cities of Campinas and Sorocaba.

A “brutal” selection process has seen more than 200 applicants for the government’s DataStart program whittled down to eight finalists who will pitch for $200,000 in funding as well as Pollenizer and government mentoring. With one of the finalists unable to take part due to personal reasons, seven of the startups will now pitch at a showcase event on January 18th that will decide the overall winner. DataStart will see the federal government making treasure troves of public data available in a pilot program. The seven finalists will present ideas for using this data, from treating chronic illnesses to helping people sell their homes.

There has been a shift of focus from bitcoin to blockchain technology in the past few months. Satoshi Nakamoto introduced the concept of blockchain in his white paper “Bitcoin: A Peer-to-Peer Electronic Cash System” in 2008. Blockchain is nothing but a ledger that records bitcoin transactions – a system that would enable people to transfer money to each other without the need for a third party, such as a bank. However, in the past couple of months, more and more companies and organizations started to explore the potential of blockchain technology for non-monetary uses.

Reasons can range from inadequate equipments, technology infrastructure to departmental training and personnel education. Data must be stored in a format which can be meaningfully accessed anytime. Platforms need to be created that replaces the traditional paper processes. Government often collects data largely using paper forms. A good example to support the statement is the ‘Intensive Household Survey’ conducted by Telangana government. Though the outcome was a hit, but the way it was conducted is hugely criticized. City life came to a halt due to filling out an intensive questionnaire through a traditional paper form.

“Wouldn’t it be nice if all places were like Milton Keynes?” was the tagline for a series of adverts the town ran in the 1980s to convince people it was an appealing place to live. Since then the population has grown rapidly, prompting the council to look for ways to ensure the local area’s infrastructure is not overloaded, that people can get around the place with ease and local resources are used as efficiently as possible. This work has paved the way for the MK:Smart project, which recently won the Best of Show prize at the 2015 VMWorld Europe User Awards, in recognition of the transformational impact this project could make on the way UK towns and cities operate in the future.

Ontario’s cabinet ministers today released progress reports detailing how the government is delivering on the priorities laid out in Premier Kathleen Wynne’s mandate letters. As part of the Premier’s Open Government Initiative, the cabinet ministers’ reports were published online, bringing Ontario closer to its goal of becoming the most open and transparent government in Canada. In September 2014, the Premier’s mandate letters to ministers — 30 in total — were made available to the public for the first time. Mandate letters outline the specific priorities for each member of cabinet and their ministry. Ministers were directed to work with one another on overarching priorities such as building modern infrastructure, poverty reduction, skills training and growing the economy.
