It’s been said laws are like sausages; it’s better not to see them being made. But for those who want a peek inside the meat factory of municipal governance, Edmonton is a good place to be. A report on the availability of information in cities across Canada puts Edmonton at the top of the list for open data. The first ever Open Cities Index included 34 of Canada’s largest municipalities and scored them on how ready they are of “fostering positive outcomes” through open data, to what extent they have met their open data goals and how much data has been put online as well as the impact that data has had and how it has been used. Edmonton scored best — an 89% — in implementation, which was broken up into the city’s accountability, innovation and social policy.

The city of Surrey is earning kudos for its open data initiatives. Surrey’s open data program, which launched in 2014 as part of the city’s “commitment to an open, transparent and accessible government,” has been ranked third best among 34 of the largest municipalities in Canada in the 2015 Open Cities Index. The Open Cities Index, compiled by the Public Sector Digest and Canada’s Open Data Exchange, 107 variables of open-data programs and measures the readiness, implementation, and impact of the participating cities’ open-data initiatives. Surrey’s open data project provides free public access to more than 300 diverse datasets from Fraser Valley Health restaurant inspection reports to bike route data to historical climate data.

Elected mayors should be required to set up an office of data analytics comprising of small, expert teams tasked with using public and privately held data to create smarter cities, according to a new report from the Policy Exchange think tank. Titled Smart Devolution, it says that devolution and smart cities go together, and that as mayors take on new powers they will need to make better use of data to identify problems and improve services. It makes a number of recommendations, including that each mayor should set up a team of data analytics specialists to support work in the field, and create a city data marketplace for buying, selling, requesting and freely exchanging data.

Bowser pledged to make the nation’s capital a model for government transparency on Tuesday, publishing a far-reaching new open-data policy and appointing a new chief technology officer to help oversee a transformation in how the city shares data with the public. Access to data has for decades been a source of tension between the city and journalists, contractors and good government advocates, and efforts by past mayoral administrations to encourage more openness have been met with limited success.

Amazon Web Services will open its first data center in Canada later this year, allowing folks to use AWS’s cloud services in North America but not necessarily in the US. The new region will go live in Montreal, Quebec, and will compete against nearby rivals, such as OVH. AWS also offers locations in Northern Virginia (US East), Northern California (US West) and Oregon (US West) as well as the US government’s AWS GovCloud facility at an unspecified “Northwestern US” location. AWS did not specify which of the AWS services will be supported by the Montreal facility. The cloud computing giant also plans to launch a regional facility in Ohio later this year. “This region will be carbon-neutral and powered almost entirely by clean, renewable hydro power,” blogged AWS evangelist Jeff Barr.

On Jan. 11, legislators in the U.S. House of Representatives introduced changes to the Freedom of Information Act with a bill that attempts to untangle the cumbersome process for government record requests — changes that require authorities to digitize responses and be accountable for denied and delayed requests. The bipartisan bill, introduced by Rep. Darrell Issa, R-Calif., as the FOIA Act, is arguably the most comprehensive facelift the bill has seen since it was enacted in 1966. Among its key stipulations, amendments call for a single online request portal for all federal agencies, digital publication of commonly requested documents, and an annual — and publicly available — FOIA compliance report for each agency.

Washington, D.C., is moving to overhaul its IT operations, placing a special focus on open data. Mayor Muriel Bowser announced Tuesday that Archana Vemulapalli, chief technology officer of facilities management company Pristine Technologies, will become the district’s new CTO. She’ll replace interim CTO David Bishop, who was filling in after Tegene Baharu resigned in October. The mayor also unveiled a slew of new open data initiatives that Vemulapalli would be charged with leading. Chiefly, Bowser showcased a draft open data policy that would create a chief data officer position within the Office of the Chief Technology Officer.
