(TNS) — Mayor Marty Walsh today will unveil a first-of-its-kind public platform of performance metrics for city services, a bold move toward open data that marks the halfway point of his first term in office. Fresh off a two-month testing period, the digital watchdog service known as CityScore lists the most telling data indicators from every facet of municipal government — including the city’s 311 app — and plainly states whether their performance is at, above or below targets. From school attendance to the number of missed trash collections to stabbings and homicides to the rate of potholes being filled and graffiti being scrubbed, whether benchmarks are being met is there for all to see. “Complete transparency,” is how Walsh described what the new platform represents for him.

Edmonton’s open data initiatives have received top honour on Public Sector Digest’s annual list, beating 33 other Canadian municipalities. “We were quite thrilled that we were on the top of the list,” said Open City Edmonton director Wendy Gnenz, “especially because we beat out Calgary and Toronto.” The practice of open data means making data available to the public in a free and accessible way. In many cases, citizens take that data and create their own research or websites, reuse or redistribute it. “We’ve put out close to 1,000 data sets and visualizations related to city data that allow citizens to download the data in a machine-readable format and do very innovative and interesting things with it,” Gnenz explained.

On the topic of resilience—the ability to withstand, respond and adjust to chronic or acute stressors— there are a lot of data sets out there on social ecological systems, human environment, stressors, shocks, natural disasters, and conflict. The challenge is these data sets are often stored in silos or confined to the academic community. However, if we could analyze existing data to give insights into what kind of investment and intervention countries should make, then more people could become resilient. Resilience Atlas brings together 60 data sets for governments and scientists: 12TB of data now available We had the opportunity to talk with Alex Zvoleff, Director of Data Science, and Sandy Andelman, Chief Scientist at Conservation International.

In 2016, more industries will come to realize the benefits of the cloud and revolutionize what they’re able to achieve. One of the best examples of this is in healthcare. It should come as no surprise that 2015 was a big year for cloud computing in healthcare. As cloud technology, adoption and familiarization matured, it seemed everyone from Google to Amazon sprinted to become the versatile and affordable cloud storage provider you wanted to work with. We also saw more technology companies launch sophisticated wearables powered by refined data collection and analysis programs (think Microsoft Health and Apple ResearchKit).

The Department of Homeland Security identifies a loss of network connectivity as a first consideration in planning relief, with being able to share data when communications resume as a close second. Hurricane Katrina demonstrated the importance of responders being able to communicate in a disconnected environment. The 2010 earthquake in Haiti, the 2011 tsunami in Japan and elements of the Arab Spring each showed how mobile has become an element of emergency response. And recent terrorist events in Paris and San Bernardino confirmed that information sharing across multiple levels of government and law enforcement was essential in times of crisis.

Citizen-facing mobile applications remain the core focus of the federal government’s mobility efforts, according to a new report from IBM’s government research group. While these apps help deliver public services or draw from public resources to help the public with other types of decision making, applications for internal organizational use are less popular and in the “very early stages of emergence,” said the report. The report (pdf) from the IBM Center for The Business of Government breaks federal citizen-facing apps into five basic categories: Information and news service apps, apps for “on the go” services, crowdsourcing apps, health and safety information apps and educational apps.

I recently moderated an event for the National Governors Association at the Harvard Kennedy School. In one session, performance management expert Bob Behn told a group of governors’ chiefs of staff that one of the most basic but often overlooked aspects of an efficient organization is a shared definition of key terms. Simple words can take on significantly different meanings to different people, and if a standard definition for these words is not set, collaboration is stifled by miscommunication. The idea is that any one piece of information can be constructed in various ways — its operational value depends on a shared understanding. The same holds true for data, which is why standards are crucial to any open data policy.

Eight in 10 people in the developing world own a mobile phone, but the cost of using mobiles varies significantly. The 2016 World Development Report explores the impact of the Internet and mobiles on human development.If you’re interested in exploring this data a bit further, I put together a dashboard using the original data source (Table 4.2 in the ITU’s Measuring the Information Society 2015 – PDF link ). Since extracting data from a PDF isn’t always error free, I take responsibility for any “transcription errors” – but having looked it over a couple of times, I don’t see anything obviously amiss.
