Transportation Secretary Anthony Foxx has said 77 cities have submitted applications for the U.S. Department of Transportation “Smart City Challenge.” The competition seeks to help medium-sized cities that are experiencing rapid population increases and rapidly growing demands on their transportation infrastructure by fusing data, technology and creativity to shape how people and goods will move in the future. Six Florida cities have applied to the Smart City Challenge: They are Tampa, Tallahassee, Miami, Orlando, St. Petersburg, and Jacksonville. The winning city will be awarded up to $40 million from USDOT to implement what the agency calls “bold, data-driven ideas that make transportation safer, easier, and more reliable.” Cities across the country have joined the competition.

Part II: In this three part series (Parts I & III here), we take a look at the TRAI’s ruling on differential pricing in India. Yesterday, TRAI, India’s telecom and internet regulator, prohibited discriminatory tariffs for data services under the Telecom Regulatory Authority of India Act, 1997 (24 of 1997). Here are the key takeaways of the paper (pdf): Question 1: Should the TSPs be allowed to have differential pricing for data usage for accessing different websites, applications or platforms? – TSPs and their associations supported differential tariffs on the ground that it was allowed in other segments and industries, it helps product innovation and competition and brings more customers on the internet, thus enhancing consumer welfare.

First it was a controversial advisory appointment with Homeland Security. Then a teaching position at Columbia University. Then it was a political gig with CNN. Now, just over a month out of office, former Mayor Michael Nutter has secured his fourth part-time position as a senior fellow with What Cities Work. What Cities Work, a branch project of Bloomberg Philanthropies, looks to help cities use data to make governments work better for their people. Nutter, who modernized a lot of City Hall’s technology and labored towards more open data during his two terms as Philly mayor, will become a national spokesperson for the project’s work. He will also current mayors across the country on their data strategies.

Open data is not just for spreadsheets. Museums are finding ways to convert even the provenance of artwork into open data, offering an out-of-the-box lesson in accessibility to public sector agencies. The specific use case could be of interest to government as well — many cities and states have sizeable art collections, and the General Services Administration owns more than 26,000 pieces. Most art pieces have a few skeletons in their closet, or at least a backstory worthy of The History Channel. That provenance, or ownership information, has traditionally been stored in manila folders, only occasionally dusted off by art historians for academic papers or auction houses to verify authenticity.

IBM told the media that it is expanding its portfolio of Cloud Data Services with more than 25 services, and all can be accessed on the IBM Cloud. At least two IT groups will benefit from the new services. Coders will be able to craft, deploy and manage apps for mobile gadgets and Web services, while marketing specialists can look at hidden trends in the online environment by consulting data analytics in the cloud. A plus of IBM’s hybrid cloud services is that it works on many cloud providers. What’s more, the technology relies on open source ecosystems and architectures such as Apache Spark, which means that data can easily be transferred to and from various services.

You could be among the first testers of the Open Data Button and help to advance openness, integrity, and reproducibility of data in science! The Open Access Button was developed in 2013 and run by volunteer students and young researchers around the world tired of not being able to get access to research what they need.
