The Open Banking Working Group has introduced an Open Banking Standard framework to teach people how to create, share and use open banking data, no matter if they own it or simply access it. The guide is established and maintained in a collective and transparent manner and is aimed to improve efficiency and competition and encourage innovation. Consumers have become more comfortable with the idea of data sharing, but sending bank statements to third parties in machine-readable formats is not yet something that can be attained without difficulties. The same goes for bank product information -although it can be published on a bank’s website, accessing well-structured data is a difficult task for those who want to use this information to create a service.

The budget request released by President Barack Obama on Feb. 9 includes just shy of $90 billion for IT programs and operations, representing approximately 2.2 percent of the $4.15 trillion proposal. “The budget makes significant investments to make technology work for us as we strive to meet the nation’s biggest challenges,” the document reads, citing funding for clean energy, medical research and research and development for sectors “from manufacturing to space exploration to agriculture.” Total spending on IT in the 2017 request tops at $89.9 billion, with $38.6 billion allocated for the Department of Defense and $51.3 billion for civilian agencies. The total IT request is 1.3 percent higher than 2016 levels — a 1.5 percent increase for DoD and 1.1 percent increase for civilian.

The California Department of Technology has launched a new Office of Digital Innovation and an Innovation Lab, which will look for new ways to use the state’s myriad open data websites to provide information to the public. As CivSource has reported in the past, California seems to launch some new open data effort at least every other month. However, that can leave non-technical users confused about where to find information they are interested in when it is scattered over tens of different open data portals. Now, with the new office, California hopes to create a governmentwide view on open data and information sharing. According to a blog post on the Department of Technology website, the effort will be headed up by State Geographic Information Officer, Scott Gregory, and his team.

Addressing consumer privacy and security is a major topic facing the snowballing Internet of Things, but prescriptive regulations are not likely to come from the Federal Trade Commission, Commissioner Terrell McSweeny said Feb. 8 at an event sponsored by the U.S. Chamber of Commerce. McSweeny said the biggest issue facing the Internet of Things — the catchall term for the increasing connectivity of devices such as cars, thermostats and cell phones — is “getting the balance right between protecting consumers and optimizing innovation.” “We need to make sure consumers can trust these products,” she said. “The most important piece of consumer trust is making sure the data they’re sharing — their private information — is held securely and the devices themselves are secure.

A new report from the IBM Center for the Business of Government has three recommendations for how public agencies can start benefiting from mobile apps – whether internal enterprise apps or those geared toward customers. First, Dr. Sukumar Ganapati or Florida International University recommends taking the practical approach of assessing existing services an agency already offers online and engaging users to identify which would be most useful offered in an app. Second, agencies should make sure to provide open data based on common standards. Federal agencies are required to provide data by default in open, machine-readable formats.
