The John S. and James L. Knight Foundation is funding 11 risky new ideas through its Knight Prototype Fund, the foundation announced Feb. 23. The projects, which are chiefly themed around media and data consumption, will each receive $35,000. This round of funding makes $9 million invested in the Knight Prototype Fund since 2012, and could give government new ideas in the fields of open data, civic engagement and innovation. “Funds like the Prototype Fund are important because we have a need to spread innovation and rapid iteration within the media and public sector,” Chris Barr, Knight Foundation director for media innovation, told Government Technology. “Without funds like this, it would be likely that many of these projects wouldn’t get off the ground.

It is time to modernize the Colorado Open Records Act (CORA) to ensure that members of the public can access government records in digital formats that allow them to understand and analyze the contents of these public records, which are subject to CORA. The public must have access to such records to hold their governments accountable and to promote greater transparency, civic engagement and public trust. This is why I am sponsoring Senate Bill 37, which will be heard in the Senate State, Veterans and Military Affairs Committee on Wednesday. I decided to work on this issue because of a circumstance that occurred in Fort Collins last year and was reported in the local newspaper.

A number of governments have made noteworthy progress in combating corruption and opening up government to input from civil society, Progress Reports from OGP’s Independent Reporting Mechanism has stated. Gut-wrenching video footage of police officers killing unarmed black people or using excessive force has become an everyday reality. With each video, law enforcement officials insist these killings are rare and committed by a few bad actors. The problem is, no one really knows for sure. But two new data projects funded by the Knight Foundation are primed to change that. Groundbreaking new tools could enhance police accountability by making once-scattered police data open to the public. “Right now, there’s not even a comprehensive look at all 50 states and what data is collected [by police] and what they do with that data,” said Vignesh Ramachandran, a data journalist and managing editor at Stanford’s Peninsula Press. Police data in any form is hard to come by.
