As Dr Dirk Pesch, head of the Nimbus Centre in Cork sees it, we are in the eye of the perfect storm when it comes to data and our responsible use of what could be the most valuable resource of the 21st century. Pesch, a graduate of Aachen University and the University of Strathclyde, has spent most of his career focused on the design and performance characterisation of algorithms, protocols and wireless network design and has more than 100 journal, book chapter and conference publications to his credit. As we talk, we both agree we could be staring down a long road in terms of the Apple vs FBI argument about accessing encrypted data on an iPhone, for example.

The U.S. Patent and Trademark Office (USPTO) has been in the business of “open data” since the very beginning of the agency’s history, when President Washington signed the First Patent Act into law in 1790. But while this information was always “open” in the sense that issued patents were available to the public, it wasn’t necessarily accessible. Now, in the USPTO Innovation Lab (pictured), the USPTO’s Open Data and Mobility program is providing new platforms and sustainable ways to find, use, and manipulate data. Historically, intellectual property (IP) information was found by searching through extensive paper records.

Open data detailing U.S. public transportation systems could help the Department of Transportation pinpoint areas across the country where people are experiencing gaps in public transportation. App developers are already using open data about public transportation to give people the most up-to-date transit information. Apps designed using Boston transit open data, for example, measurably increased the number of people using public transportation in that city, according to American Public Transportation Association research. The legislation would establish new reporting standards for California crime data. SACRAMENTO, Calif. — State lawmakers are expected to take up a new bill next week meant to make it easier for officials to post California crime statistics to the state attorney general’s OpenJustice data portal. The OpenJustice Data Act of 2016, developed by Attorney General Kamala D. Harris and introduced by Assembly Member Jacqui Irwin of Southern California, would require police departments and other law enforcement agencies to submit their crime data electronically instead of in a paper format. It would also require that agencies file updates to their data quarterly instead of annually.

Researchers don’t always take advantage of opportunities to analyze open data from clinical trials that others have performed, a team of analysts found. Duke University Medical Center researchers analyzed three open data platforms including the Yale University Open Data Access Project and the requests that they received, reports MedPage Today. Over a two-year period, researchers asked for access to 15.5 percent of more than 3,000 clinical trials available on the platforms. As more government and education institutions tout the benefits of data sharing, the research team argues that it would help improve drug analysis and increase the amount of medical information that’s available, according to MedPage Today.

It’s no secret that my D.C. network of informants are concerned about the future of the Internet of Things and the potential for major tears in the social fabric if policy does not keep pace with technological development. But some members of the D.C. network have started sounding the alarm over China’s use of big data. Open-source intelligence confirms that Chinese authorities have been hard at work during the last six months monitoring six pilot projects for the country’s new big data-based social credit system. It is an unnerving integration of financial credit data with a vast array of social data mining, including purchasing habits, friends, and interactions with authorities.
