AT&T* and the Czech Telecommunications Office (CTU) are joining to host a hackathon event in Prague on April 22-23, 2016. The event hopes to drive innovation and entrepreneurship in the Visegrád Group, or V4 region. The hackathon is open to developers and non-developers. The mission? Create new apps to harness Connected Life in 1 of 4 categories—in just 24 hours: Smart Cities App Challenge: Using AT&T and sponsor technologies to improve the efficiency of city services. Address issues in parking, resource management and community engagement. Education App Challenge: Using AT&T and sponsor technologies to create an impactful education-focused app that focuses on enhancing learning in school and/or at home.

Since President Obama’s first day in office, open data has been a major priority for the administration, and the United States has established itself as a world leader in open data. But until recently, legislative data—information about legislative activities, including bills and their status, lawmaker votes, committee meetings, public communications by members of Congress, lobbying information, and the products of legislative support agencies such as the Congressional Research Service—was rarely published as open data. This is changing. In late 2015, a bill was introduced to Congress to transform the Statutes at Large, the catalog of all laws enacted during a session of Congress, into freely accessible and machine readable open data.

The Millennium Challenge Corporation (MCC)’s first open data challenge taught MCC some very valuable lessons in making its public data truly usable by the public. The challenges ask masters and PhD students to find creative ways to use MCC’s publicly-available evaluation data and provide new insights into its evaluation results. As the second challenge launches, MCC is building on these lessons learned from the first challenge: The Challenge was created as a way to gain insight into MCC’s evaluation results and the efficacy of its programs to improve its work. The Challenge is a part of MCC’s commitment to encourage the use of its data as a global public good that can drive development effectiveness beyond the agency.

Following discussions with the Spanish Cabinet, the King of Spain approved 13 official pardons nominated by religious brotherhoods and associations. Every year, the Easter Pardon happens and every year they are cloaked in secrecy. But not this time. Civio Citizens Foundation, an organisation that works in favour of transparency and open data, decided to remedy this situation with the Pardonometer. This year, for the first time, the government supplied the details of the pardons granted: 11 convictions for public health offences, one for robbery and another for ongoing fraud.

With mobile phones now practically the third arm of modern (wo)man, researchers have begun to harness the processing power of these increasingly ubiquitous devices for data collection. Because people carry their phones everywhere, they can capture behavioral data on a daily basis. Researchers led by Andrew Trister and Stephen Friend at Sage Bionetworks, a nonprofit research organization in Seattle, developed a mobile phone app called mPower that lets Parkinson’s patients record their movement and memory over time. Such data chronicles the day-to-day variability in symptoms and may help researchers spot trends more quickly, Trister and Friend report in the March 3 Scientific Data. They intend to analyze mPower data to understand medication effects on Parkinson’s symptoms.

The White House Office of Science Technology Policy has unveiled plans to co-host four open data roundtables, with the first to get underway Thursday, as part of a continuing push to advance the use of federal data. The sessions are expected to bring together a limited number of technical, policy and legal experts from federal agencies, academia and the private sector — and collect input from the public — as part of an effort to accelerate the use of government open data sets, according to an OSTP briefing. The roundtables, which will be co-hosted and conducted by the Center for Open Data Enterprise, which conducted similar roundtables last year, will focus on four challenges confronting the open data community. Note: All DigitalGov University events take place in Eastern Time. This talk will introduce you to the fundamentals of open data and APIs on the modern web. By the end of the workshop, you’ll be able to read and work with URLs, JSON, and some APIs that use them. No programming or technical background necessary, and everything will happen inside of a web browser. The presenter will be using Chrome, with the “JSON Formatter” extension installed. If you’re planning to follow along with the workshop (recommended), then you should use Chrome or Firefox. If using Firefox, the “JSON View” extension is recommended. While most uses of APIs do require some programming, everyone will find it valuable to demystify the mechanics of how open data and the web function.

Government transparency has improved in Qatar in the eight years that Northwestern University has operated a branch campus here, but there is still work to be done, its head recently said. In a wide-ranging interview last week, NU-Q dean and CEO Everette Dennis told Doha News that this development has coincided with more robust local news coverage, although journalists are still “measured” in most of their reporting. “There are things being written about now … in ways that might not have taken place in the past,” he said. NU-Q, which recently negotiated a new 10-year contract with Qatar Foundation, has long drawn scrutiny for teaching western-style journalism and communication courses in a country that’s been criticized for a lack of media freedom.

As Dr Dirk Pesch, head of the Nimbus Centre in Cork sees it, we are in the eye of the perfect storm when it comes to data and our responsible use of what could be the most valuable resource of the 21st century. Pesch, a graduate of Aachen University and the University of Strathclyde, has spent most of his career focused on the design and performance characterisation of algorithms, protocols and wireless network design and has more than 100 journal, book chapter and conference publications to his credit.
