Mayor Steven Fulop presented his 2016 State of the City Address on March 16. In it, he rather boldly announced that “we are winning the fight against crime here in Jersey City.” Unfortunately, the number of murders in Jersey City has increased in each year of his administration to 25 in 2015 and culminated in the killing of a shopkeeper on a Saturday afternoon the week before Christmas. In his address, the mayor described hiring 55 police officers in 2015 and 150 police officers overall since taking office.

What if police departments in cities and towns across the United States could use the cloud to get a real-time view of crimes that were occurring? And what if they could leverage data to better predict when and where certain kinds of crimes might happen? That’s the vision Microsoft thinks could be just around the corner. The software giant, which has been ramping up its Azure cloud services business as more applications flow into the cloud, is hoping that cloud tools can help transform the way city governments tackle public safety. The City of Chicago is already experimenting with the technology.

NASHVILLE, Tenn. – If you’ve ever wondered where tornado sirens are in your part of town, Keith Durbin, chief information officer for Metro Government, said you can now find them online. “Mayor Barry signed an executive order earlier this year promoting open data,” he said. Public information officer Brian Haas for the Office of Emergency Management said they immediately jumped on board. “With this new push to include more data, this was a great opportunity for us to put online information about tornado sirens,” he said. It’s not just data on public safety. So far, you can research the data on agencies under eight different departments like education, health, government, and transportation. “You can find listings of permits that have been applied for,” said Durbin.

This Week in Civic Tech presents a line-up of notable events in the space that connects citizens to government services. The launch of the U.S. Department of Commerce Data Service (CDS) is one story that slipped through the digital cracks last November. But with a few major projects completed — and more underway — the group’s mention was a near inevitability. This brand-new video explains how the Financial Transparency Act (H.R. 2477) will transform financial regulation – and bring powerful new tools for the investors, companies, and researchers who use the valuable data collected by financial agencies. Most financial regulatory agencies still use outdated document-based formats, instead of standardized, open data, to collect information from the financial industry. The Financial Transparency Act, introduced last year by Rep. Darrell Issa and bipartisan cosponsors, would direct the eight major financial agencies to adopt searchable open data formats for all the information they collect under the securities, commodities, and banking laws.

Duke Clinical Research Institute (DCRI) examined the early use of platforms designed to provide access to individual patient data, developed to increase transparency of clinical trial data, and found the use has been limited. The DCRI team explored three open access platforms – ClinicalStudyDataRequest.com, the Yale University Open Data Access Project (YODA), and the Supporting Open Access for Researchers (SOAR) initiative – to determine how many clinical trials were publicly available to investigators and how these open trial data were being used. Although more than 3,000 trials are currently available, only 15.5% had been requested.

Across three open data platforms offering more than 3,000 clinical trials, only 15.5% were requested by a small number of researchers over the course of 2 years, according to a new study. Only 505 unique trials had ever been requested, including 356 phase III trials, or 24.7% of available phase III trials, reported Ann Marie Navar, MD, PhD, MHS, of Duke University Medical Center in Durham, N.C., and colleagues. Among the 113 proposals approved to access the database containing 3,255 trials, the top reasons cited were for secondary analysis of the trial’s treatment effect and analyses of the disease state itself. Only one of those proposals led to publication, they reported in a research letter in the Journal of the American Medical Association.

Free access to marine treasure trove from the British Geological Survey The British Geological Survey (BGS) has released a wealth of information on the geology of the sea bed around the UK. These data are available to download for free, accompanied by viewable maps, and will be a valuable resource for companies, researchers and decision makers in their work to ensure sustainable developments of the marine environment. The information comprises geophysical data representing 800,000 kilometres of the geology of the UK marine environment, enough to wrap around the British Isles over 200 times or to the moon and back!The data are derived from 18,500 paper records which have been scanned and can now be viewed online on the BGS Offshore GeoIndex.
