Such partnerships can help traditional financial institutions learn how to foster more innovative cultures and deliver new products and services quicker. For the past few years banking has been facing what former Barclays chief executive, Antony Jenkins, predicted would be its “Uber moment” as technological advances loosen providers’ grip on customers and their financial records. If one moment could underline this fast-approaching technological reckoning, it was the announcement on 8 February that the Open Banking Working Group is developing an industry standard to free customer data. When the standard is launched, possibly next year, customers will be free to empower any financial services provider to access their accounts so applying for mortgages and loans will not mean photocopying bank statements. They will also be able to move banks and take their data with them as easily as if they were switching their telephone or gas provider.

The Orlando Police Department says there are no cover-ups when it comes to citizen contacts on the streets of the city and it wants the public to see the proof. “City specific” data made available to the public Monday suggests Orlando police officers use of force is restrained in most incidents. Deputy Chief Orlando Rolon told News 6 there are 400,000 contacts “in any given year” and only 550 “may result in a use of force or response to resistance.” “What we’ve found is it’s more than a fraction of a percent,” Rolon says. The data shows the highest percentage of police-citizen confrontations occur near the bars and clubs in Downtown Orlando between 9 p.m. Friday and 3 a.m. Sunday.

For years, researchers squirreled their data away after completing a study. When I started out in research in the 1970s, there were few options for sharing data: there was no email or internet. I have dim memories of analysing data from the 1958 National Child Development Study. The files arrived on enormous disks that I had to take to the local computer centre to read. Now, though, we have ways of not just storing, but electronically sharing data. Archiving is not trivial: it requires proper documentation of data, and anonymisation when human participants are involved. But the advantages are clear to see: data in an archive can be re-used by other scientists, increasing its potential value.

Robert Steele, digital platform manager at Surrey County Council, is part of the team that created the county’s Planning Hub – which  allows access to planning applications harvested from authorities in Surrey County via a consistent API. But he says that fuller uses of the data are being prevented because the Ordnance Survey will not allow commercial use of its property address data on which the system relies. In a blog post on the Open Data Institute website, Steele said: “The ‘transaction cost’ created by complex licensing and derived data rights costs the public sector time and money. As part of the #BilangPilipino campaign for the upcoming 2016 presidential elections, TV5 announced that it would be staging a data-driven “hackathon”. Software developers, mobile app makers, and designers can collaborate and create relevant mobile apps and websites that will help voters make an informed decision come election day. Dubbed “Hacksyon: The #BilangPilipino Hackathon”, the upcoming event was organized in cooperation with mobile leader Smart Communications, Smart Developer Network (Smart DevNet), Voyager Innovations, PayMaya Philippines, and DevCon Philippines. Hacksyon is set to happen from April 16 to 17 at the National College of Public Administration and Governance in the University of the Philippines Diliman campus.

The principle of patient confidentiality has centuries-old cultural roots. But should a patient’s data be any different to their blood, bone marrow or organs – material that can be donated freely for the benefit of others or the advance of science? At the Open Science Conference in Amsterdam GYA-member Sabina Leonelli presented latest findings of her research on Open Science and handed over the statements on Open Data and Open Access by the Young Academies of Europe and the GYA to the European Commission. All parties strongly agreed on the need to involve researchers in these policies and to foster a disciplinary and diverse approach under the general framework provided by the EU. Open Data is one of the most prominent innovation-buzzwords and a political keyword for EU politics, closely linking science and governance. In New Orleans, residents can try their hand at balancing the city’s budget with a new interactive website that challenges them to allocating money to city departments based on their priorities. Released by the Committee for a Better New Orleans (CBNO), the Big Easy Budget Game uses the city’s financial data to help people create their own simplified version of an ideal operating budget. Every player is given $237 million dollars to work with, and players must account for the government’s responsibilities, previous year’s spending and their personal priorities. The CBNO plans to take the spending preferences data from all players and compile it into a crowdsourced budget that will be released along with the city’s proposed budget in the fall.
