Researchers as The Scripps Research Institute (TSRI) are working to create a public database where researchers can easily access biomedical knowledge. TSRI Associate Professor Andrew Su, who co-led the new projects, told us the researchers initiated the project because open biomedical data is powerful. “For all the effort and resources we (as a society) put into doing biomedical research, we currently don’t do a great job of making the products of that research usable and accessible,” he said. “All science (including drug development) benefits from building on past research and knowledge. Making that knowledge more accessible will naturally make science more efficient,” explained Su.

A House bill sponsored by Reps. Derek Kilmer (D-Wash.) and Blake Farenthold (R-Texas) seeks to establish an “open by default” standard for government data, FCW reported Thursday. FCW reports the Open, Public, Electronic and Necessary Government Data Act would mandate agencies to publish enterprise-wide data inventories online in a machine-readable open format. Sens. Ben Sasse (R-Neb.) and Brian Schatz (D-Hawaii) plan to introduce a companion bill, the report said. Kilmer said the OPEN Government Data Act will build on the White House’s open data policy and allow agencies and the public to access enterprise data inventory on Data.gov, Federal News Radio’s Meredith Somers wrote in a separate article published Thursday.

A reorganization at the Department of Technology along with a new job posting at the Governor’s Office are indicators the state could hire a new position to oversee a range of data-focused projects. Although an official announcement hasn’t yet come from the Governor’s Appointment Office, a job posting is inviting candidates to apply for the position of Chief Data Officer, which would report directly to the secretary of the Government Operations Agency. The Chief Data Officer “is the primary steward of the data portal for the state’s public data,” and would be tasked with developing statewide data standards and expanding the state’s inventory of data, according to the job description.

The Data Coalition, which represents the growing open data industry, was pleased to welcome the introduction of the Open, Public, Electronic, and Necessary (OPEN) Government Data Act by Representatives Derek Kilmer (WA-D) and Blake Farenthold (TX–R) last Thurday at a press event co-hosted with the Center for Data Innovation. Sens. Brian Schatz (D-HI) and Ben Sasse (R-NE) also announced they’ll soon introduce a companion bill in the Senate. The bill text is available on Congress.gov and Rep. Kilmer’s office has published a section-by-section summary. Simply put, the OPEN Government Data Act makes the President’s 2013 open data policy into law (see Presidential memo M-13-13).

There’s a new bill in Congress that seeks to make open data the default policy of the US government. The bill has the support of one open data interest group that has been pushing several transparency efforts in recent years. The OPEN Government Data Act was introduced by co-sponsors of the House bill Reps. Derek Kilmer (D-Wash.) and Blake Farenthold (R-Texas). A Senate bill has the backing of Sen. Brian Schatz (D-Hawaii) and Sen. Ben Sasse (R-Neb.). The bipartisan effort would require that federal agencies abandon the use of proprietary data formats and move to something machine readable. The bill also includes provisions to make the data searchable and would also require agencies to provide justification for why data was not published.

In a short, innocuous press release that went widely unnoticed last November (except at iTnews), the Australian Bureau of Statistics announced it was looking into the privacy implications of retaining the names and addresses it collects as part of the five-yearly Census. The national survey collects information on things like an individual’s marital status, religion, and employment details, among others. ABS researchers historically strip the data of identifying markers like names and addresses, analyse it, and pull together anonymised statistics for politicians and others to use in policy making.

New South Wales’ public transport smartcard could have some competition from credit cards New South Wales (NSW) commuters could soon use their credit cards to ‘tap on’ to public transport, following the announcement of a trial in 2017. NSW Minister for Transport and Infrastructure Andrew Constance kicked off the Future Transport Summit this week, announcing the State Government’s  commitment to a trial in 2017 to allow customers to pay for public transport by tapping on and off with their credit and debit cards. “New South Wales is proud to be leading this Australian first. Contactless payment with credit and debit cards would offer customers another easy to use and convenient option for travelling,” Constance says.
