The FORCE11 yearly conference is devoted to the utilisation of technological and open science advancements towards a new-age scholarship founded on easily accessible, organised and reproducible research data. As a practical contribution to the scholarly discourse on new modes of communicating knowledge, Prof. Cameron Neylon, Centre for Culture and Technology, Curtin University, Australia, and collaborators are to publish a series of outputs and outcomes resulting from their ongoing data sharing pilot project in the open access journal Research Ideas and Outcomes (RIO).

Tom Wolf tasks the Pennsylvania Office of Administration with creating an advisory committee that will establish data management standards for the state’s agencies and that will set up a repository where the public can access the state’s open data. “There is a lot of open data out there, but not all of it is downloaded,” Minnich said in an email.

Chapter by Thakuriah, P., Dirks, L., and Keita, Y. in Seeing Cities Through Big Data: Research Methods and Applications in Urban Informatics (forthcoming): “This paper assesses non-traditional urban digital infomediaries who are pushing the agenda of urban Big Data and Open Data. Our analysis identified a mix of private, public, non-profit and informal infomediaries, ranging from very large organizations to independent developers. Using a mixed-methods approach, we identified four major groups of organizations within this dynamic and diverse sector: general-purpose ICT providers, urban information service providers, open and civic data infomediaries, and independent and open source developers. A total of nine organizational types are identified within these four groups.

While the US leads the pack, recent years have seen the UK break into the top 5, joining the likes of Singapore, Sweden and Switzerland at the forefront of the ever expanding digital economy. With the third largest digital economy in the G20, UK is in pole position to reap the benefits of the evolution of a “smarter economy” characterized by a proliferation of the “Internet of Things” and optimized utilization of Big Data.

Imagine if Mayors and city leaders across the country were able to routinely use data and evidence to identify a challenge and devise a clear, concrete path to address it — to truly figure out “what works.” Philadelphia did it. During Michael Nutter’s tenure as Mayor of Philadelphia from 2008-2016, the city partnered with Temple University and analyzed the City’s crime data by location, perpetrator, and type of crime. By using data, the city determined that 65% of homicides were committed in just 9 of 23 police districts. As a result, the city deployed police officers to the most dangerous areas and during the last three years of his tenure, homicides were at the lowest levels since 1967.

Today the House Oversight Committee’s subcommittees on management and IT will hold a hearing on the DATA Act of 2014. Committee members want to make sure the nation’s first open data law is on track. The DATA Act requires the Treasury Department and the White House to jointly decide on a government-wide data structure for federal spending information – and obligates every agency to report its spending using that data structure by May 2017. Once all the information is standardized, the Treasury Department must publish it on an expanded version of the USASpending.gov data portal. When it passed the DATA Act two years ago, Congress cited the need for the federal government to be more transparent to its people.

The European Commission (EC) is set to spend billions of euros on what it calls a European Open Science Cloud that will crowdsource the expertise of 1.7 million researchers and 70 million science and technology professionals across the continent. Part of the EU’s digitisation drive that should boost the use of technology in the public sector, the £5.3bn (€6.7bn) cloud will be a ‘virtual environment’ to store, share, and re-use scientific and technological data without the barriers of discipline and verticals. The entire project is supported by the European Data Infrastructure, the blanket term for the EU’s plan for high-bandwith networks, large scale data centres and supercomputers.

Microsoft has announced the plans to bring Microsoft Azure and SQL Server on Linux this year, and kicked off the certification program of Microsoft Azure Certified for IoT. Until now, 11 partners in Taiwan have joined the Microsoft Azure Certified for IoT program, which is to assist device manufacturers in rapid deployment of cloud solutions. With the programs put forward, Microsoft’s determined to benefit its partners, developers’ community and users through open technologies. The first “DevDays Asia” will focus on two main themes: Productivity and Cloud & Data Platform.
