—Esri Canada today announced that more than 20 Canadian municipalities have adopted ArcGIS Open Data. Esri’s cloud-based geographic information system (GIS) application allows communities to release their data and promote transparency, innovation and economic development. The application enables organizations to create interactive open data catalogues or portals within minutes, providing an efficient and effective system for sharing data with the public. “A true open government thinks beyond simple data downloads and provides the public with tools to easily understand, use and interact with the data,” said Alex Miller, president, Esri Canada.

In the last three weeks, the dataset containing city employee salaries was downloaded nearly 7,500 times. That makes it far and away the most downloaded dataset in the last 10 months, according to city data provided to the Wall Street Journal. No. 2 was crime data with 2,771 downloads and No. 3 was property assessments with 1,419 downloads. Property tax balances came in No. 5. Still, there’s no question that people are incredibly interested in employee salary data and that it’s a big deal that the Kenney administration managed to released it. It was great to have everyone under one roof at the 2016 What Works City Summit in New York City recently. The event brought together over 200 officials from the participating cities and five support organizations, including Sunlight. The summit provided a great platform to hear about the challenges cities face as they transition toward opening their data and the innovative solutions that have emerged from their experiences. I heard three broad themes in the discussions I had there: the need of institutional support, how data can help solve problems and the internal use of open data. Open data requires that cities fundamentally change how they operate.

I am, for my sins, one of the many parents of the strange beast that is the open data movement. I was one of the first people to nag politicians about the value of opening up public data in machine readable ways. I’m one of the first people who actually wrote policy papers on the topic, for a real life government. And I was in California in 2007 when a group of like-minded people drafted the Open Data Principles. Just like LCD Soundsystem, I was, indeed, there. So, how do I feel about it all now, eight and a half years on from the Open Data Principles? Not good. I’ve watched the government of the country I live in sell off our national addressing database, a breathtakingly moronic move that more than undoes the sum and total of good works done in the same time period.

As Federal agencies move forward with big data and infrastructure initiatives, “we really have to assume that all of our networks are compromised,” said Ann Dunkin, CIO at the Environmental Protection Agency (EPA). Speaking at the Institute for Critical Infrastructure Technology (ICIT) Forum on Monday, Dunkin and Maria Roat, chief technology officer at the Department of Transportation, said cybersecurity and usability are the key concerns when dealing with national infrastructure. Roat said her agency would like to have an address database that would contain the coordinates of homes and businesses and act as a means of warning people in the danger zone of natural disasters.

CERN has released experimental data obtained from the Large Hadron Collider (LHC). Over 300 TB (terabytes) of data from the LHC is now open for public access. The European Organization for Nuclear Research (CERN) made a staggering amount of raw data, obtained from experiments conducted in the LHC, available to anyone with a high speed internet access. About 300 TB of data can be downloaded and studied by particle physics enthusiasts. The researchers hope, by dropping the data onto the internet, they could easily extend the longevity of the same, and ensure the data remains accessible to people who have interest in the LHC or simply want to know about it.

Governor Wolf recently signed an executive order to release agency data to public open, machine readable formats, known as “open data”. Open data refers to data in a format that can be understood by a computer and used freely by anyone. By releasing state data, it increases the ability for researchers, businesses and citizens to engage and find innovative solutions to improve public and private services. The Office of Administration has been directed by the Governor to establish a central repository to serve as the common location for open data published by state agencies. The new site is expected to be ready this summer and will continue to expand as new types of data are added.

CSIRO’s Data61 has entered into a memorandum of understanding with the Australian Institute of Company Directors in a bid to lift the “digital and cyber literacy” of board members and company directors across the country. The agreement will see both organisations jointly develop a cybersecurity education and training program expected to focus on achieving a greater understanding of cybersecurity by board members, how to perform appropriate risk management within an organisation, what the required investment on cybersecurity should be, and the opportunities for innovation that come from being “cyber-ready”. Adrian Turner, Data61 CEO, believes cybersecurity is a board-level issue.
