INDIANAPOLIS (WISH) – Mayor Joe Hogsett announced the launch of “OpenIndy.” OpenIndy is an open data portal for contracts, ethics filings, campaign finance reports, crime statistics, budgets, and other public documentation. “Citizens of Indianapolis have a right to know how their officials are conducting city business,” said Mayor Hogsett. “The new OpenIndy portal will allow residents to explore municipal data and gain insight into how our city is spending money, making deals, addressing challenges facing the community, and more. In a world of increased connectivity, local government should be taking every opportunity to increase participation, collaboration and transparency with the residents of Indianapolis.

On Wednesday, the Data Coalition hosted a Legislative Data Demo Day to show what’s possible when we make our laws and legislation more accessible. Across all of our policy initiatives, the Data Coalition encourages federal and state governments to create or collect data in machine-readable structures using non-proprietary formats. This past Wednesday we explored how legal and regulatory information can be reformed in order to provide maximum value to both lawmakers, and the public. We need to transform laws and regulations into searchable, usable data…the Statutes at Large Modernization Act (HR 4006) does just that. Congress is poised to transform its legislative information from outdated documents into open, searchable data.

Universities’ governance was seen as “captured” for narrow political rather than academic ends during the 1980s and 1990s. Politics shaped everything: patterns of student access, curriculum content and teaching methods. Vice-chancellors’ political affiliations mattered far more than their academic standing or vision. The continent’s universities started changing from the middle of the 1990s. Strong governance structures were prioritised. Governments promised to help steady institutions so they could focus on their academic missions.

Bengaluru: Everybody is on a pollution watch now, whether it is checking air particulate matter using filters or measuring temperature with sensors. This concern will find a voice at Datameet’s fifth Open Data Camp, which kicks off on Saturday, where volunteer analysts and technologists will take a close look at data around pollution.At the two-day Pollution Party at RMZ Infinity Tower, participants will look at the problem of sparse data about pathogens and other sources of pollution. The camp will also explore the role of citizen-driven data collection networks and the importance of standardizing information available in the open. Experts will talk about water, urban planning, emissions and the controversial Geo-spatial Bill 2016.

Open data is one of government’s most acclaimed endeavors, but back in March, U.S. Open Data Director Waldo Jaquith noted that open data might be a trend on shaky ground. “Fad” can be another word for “trend,” after all. But a new study conducted by open data company Socrata indicates that, for the time being, investment in and support for open data remain steady. The study’s objective was to evaluate government’s attitudes and plans surrounding open data, and the report indicates positive support from government, particularly at the federal level. Data was gathered via an email survey issued to 506 self-selected government workers.

The following story — sent in by an anonymous Techdirt reader — shows the power of opening up government data for examination by citizens… as well as the reason many government agencies may be reluctant to do so. Ben Wellington, a research analyst who has used New York City’s open data to push for policy changes, runs the I Quant NY blog. Looking through the city’s parking ticket data, he found some addresses were listed on an extremely high number of tickets for blocking pedestrian ramps. Now, before anyone shouts that the people blocking pedestrian ramps got exactly what they deserved, Wellington points out that sidewalk cutouts are not automatic no-parking zones. Only certain ones are.
