Policies on data analytics and open data are also to be launched, says IT Secretary Cyber security, data analytics and open data are the three sectors for which Telangana Government will come with a policy each in September, IT Secretary Jayesh Ranjan said here on Friday. Four sectoral policies were released along with the IT policy in April and three more will come in September, he told presspersons on the sidelines of a seminar on e-commerce organised by trade and industry body, the Federation of Telangana and Andhra Pradesh Chambers of Commerce and Industry (FTAPCCI). Creating a legal framework for data exchange and putting in place emergency response team are some of the features of the policies, he replied to queries.

Konstantina Bereta from the University of Athens has published a new video tutorial for Ontop Spatial. Konstantina is the lead developer of Ontop Spatial which is an open source tool for using linked data tehcniques on data that is not RDF. The video demonstrates how to use Ontop Spatial through looking at two use cases from the MELODIES project – the Land Management use case and the Crisis Mapping use case.

As cities across the country open their data, the U.S. City Open Data Census is keeping tabs on municipal  efforts by  collecting information on the current state of access to a selected group of datasets. The crowdsourced project aims to be a benchmarking tool that communities can use to ignite conversations about open government data. The Sunlight Foundation, which is helping with the initiative, reports that although many cities have made progress with open data portals and digitizing archives, a few consistently lead the pack. Some of those cities’ best practices were discussed in a June 24 blog post.

Data is everywhere: we have big data, open data, data sets, data mining, data management, data visualization, data smog, the data deluge, and — if you can believe it — being a data scientist was dubbed the sexiest job of the 21st century by Harvard Business Review. We’re scolded to manage our data properly, we fret about our data trails and yet, in all this data, it’s sometimes hard to find good data. Data shows that data will be increasingly significant in the future. Data equals knowledge equals power. Data dominates. If all of this sounds dreadful, take heart: the data artist (not celebrated by HBR) rejects the all-too instrumental uses of data, perversely employing it instead in the service of beauty and delight. The July 13 PLOS Science Wednesday Ask Me Anything session (AMA) featured Jorge Ahumada from Conservation International and Lydia Beaudrot from University of Michigan, authors of a PLOS Biology paper describing how scientists used camera traps to monitor wildlife populations in 15 protected tropical forests from around the world. Every week, we are pleased to see redditscience users extract new meaning from PLOS research by asking questions that steer the conversation toward a new, and at times unexpected, course of scientific inquiry. Today’s AMA took a surprising turn when multiple redditscience users asked the authors about the implications of their decision to share their data with the public.

Smart Cville, in collaboration with Albemarle County, announced the launch of an online budget visualization tool for the County’s recently published FY17 budget. The tool provides an interactive and engaging look at the County’s revenue streams and most of its expenditures. Interested residents can input their real estate tax payments and explore how those dollars are spent. Historical data going back to 2011 allows users to see how budget areas have changed over time. The site can be accessed today at albemarle.smartcville. com. “I’m pleased that Smart Cville has used Albemarle County budget data to show this complex information in such an approachable and interactive way,” said Lori Allshouse, the Albemarle County Director of the Office of Management and Budget.

The Electronic Government Agency (EGA) was founded in 1997 as a central unit to utilise information and communication technology among various government agencies. Two decades later, it is on course to develop many tools through the analysis of big data with the hope of promoting efficiency among government offices as well as for the benefit of taxpayers. One useful service being developed is a real-time feed of traffic conditions nationwide, which users can access from EGA’s website. The agency believes this is a way to harness IT to facilitate road users, especially during long holidays, and it has recently signed an MoU with the Department of Highways (DOH), while the National Electronics and Computer Technology Centre is developing the big data analytical tools.

We’ve been told the data revolution is already happening thanks to a flood of data, overflowing out of every interstice of our digital society. But, so far at least, the revolution has not been evenly distributed. Although attempts have been made to make the most of information extracted from the web, all that is mined is not gold when it comes to designing public policies. The trace on the web (mostly in terms of social media) might not be the most insightful source of information to describe and inform the needs of the most deprived populations, nor to create and implement growth-enhancing policies. The data we need is somewhat more difficult to gain access to.
