The government should focus on making sure it is properly protecting people’s privacy before it attempts to criminalise researchers who point out that supposedly anonymous government data can be re-identified, according to Privacy Commissioner Timothy Pilgrim. Pilgrim made the comments in a submission to a senate committee investigating the government’ s Privacy Amendment (Re-identification Offence) Bill 2016. In October Attorney-General George Brandis revealed the government wanted to amend the Privacy Act to make it a criminal offence – with penalties of up to two years’ jail – to reverse the de-identification of published government data after September 29 this year.

The evidential burden for cases brought under proposed changes to the Privacy Act — that criminalise the intentional re-identification and disclosure of de-identified Commonwealth datasets — would be reversed, such that defendants would need to prove their innocence. “The defendant entity or agency bears the evidential burden for each of these exceptions, which reverses the criminal law principle that the prosecution must prove every element of the offence,” the Attorney-General’s Department (AGD) said in a submission to the Senate Legal and Constitutional Affairs committee that is inspecting the legislation.

Gartner reckons there’s an important shift under way around smart city data sharing. Local authorities and government CIOs, it claims, are increasingly willing to experiment with smart city and open data initiatives and Gartner suggests that this will result in city governments – and by extension those CIOs – playing an important, revenue-generating role for cities by acting in the longer term as civic information brokers. They will provide a framework within which citizens could offer up their own private information to bolster the usefulness of open city data.

New Delhi: Among every 100 corruption cases registered by investigation agencies only about 19 ended in conviction of accused, analysis of data for last 15 years by a voluntary group shows. The findings of the data crunching done by Commonwealth Human Rights Initiative from 2001-15 shows Punjab has the best conviction rates with 36.58 percent of registered cases ending in conviction. The national average of conviction in graft cases which reach trial stage improves significantly with about 35 percent of corruption cases reaching court’s door resulting in punishment for the accused, the analysis shows.

Microsoft is trying to help create machines that can have conversations by releasing a new set of data for free. The data, called the Microsoft Machine Reading Comprehension dataset (MS MARCO) is a bundle of 100,000 English queries along with corresponding answers. It’s supposed to help people build artificial intelligence systems that can understand human written language. The company is opening up its dataset in the hope that Microsoft can work with other organizations on making machines better at reading comprehension, said Rangan Majumder, program manager for the Microsoft Partner Group, in a blog post on Friday. The queries in MS MARCO are based on anonymized questions that were submitted to Microsoft’s Bing search engine and Cortana virtual assistant.

HELSINKI-(BUSINESS WIRE)- The City of Helsinki has commissioned two next-generation 3D city models: a smart, semantic city information model and a visually high-quality reality mesh model. These models are based on the most recent measurement, modelling and city information model methods developed over the past ten years. Helsinki is the first city in the world to simultaneously utilise both 3D city models. They are available as open data. “The city information model is based on the open, global CityGML standard, and many open source code applications have been applied in the model work.
