Councils get £500k funding for digital and data projects 34 councils have gained funding for schemes to transform local services; winners include Adur, Worthing and West Sussex, Leeds and Calderdale, and Cambridgeshire and Peterborough The Local Government Association (LGA) is providing £560,000 of funding for digital projects to transform local services, particularly around troubled families, health and social care integration and welfare reform. Its aim is to develop digital and data led solutions which can be reused by other councils and will enable them to operate more efficiently.

Under the looming shadow of the EU referendum and the increasingly murky plans for devolution to councils, the local elections campaigns kicked off this week. National pundits may be engrossed with how the local elections reflect on the leadership (or lack thereof) of the national parties, but at the Local Government Information Unit (LGiU) we think local elections are far more important than that. The local government elections on 5 May are the ones that really matter. These are the elections for the people who have a direct impact on our lives every day, the places where we live, the places where we go to school, work, play and shop.  However devolution progresses, these elections that will matter more and more as more decision-making power is exercised at the local level.

The cities in the Helsinki Region have worked actively for several years to make their data open and accessible to everyone. Open data increases people’s knowledge and understanding and improves their possibilities for active participation in society. At the same time, the expectation is that open data creates possibilities for both startups and established companies to innovate and create new business. While the idea that open data enables new business is generally well accepted, we still have quite limited understanding of how that works in practice. Therefore, Helsinki Business Hub and Forum Virium Helsinki recently carried out a study on how Finnish companies have been able to use open data for business purposes.

Yesterday, the Senate Health, Education, Labor and Pensions (HELP) Committee held a final mark-up of legislation comprising the Committee’s counterpart to the House-passed 21st Century Cures Act.  The HELP Committee approved five bills including S. 2713 to advance the development of “precision medicine” through research and data sharing. The Advancing Precision Medicine Act of 2016 would encourage the Secretary of Health and Human Services (HHS) to establish a Precision Medicine Initiative (PMI) in collaboration with the National Institutes of Health (NIH), the Food and Drug Administration (FDA), and the Office of the National Coordinator for Health Information Technology.

ArcGIS Open Data just released a bunch of new features and functionality to augment the citizen experience of finding and collecting open data and information. Read on to learn more about what’s new and explore the umbrella site, opendata.arcgis.com, to see them in action. These features are coming soon to customer sites. Having data points on the map and in the table is a first step in helping to create a more informed community. However, it’s the information that is created with this data that speeds up this process and makes the data more accessible to many more people. A dataset’s connected content will provide users with more information and context about the dataset they are viewing.

As is the case with much employment data in Illinois these days, the news is not especially encouraging in regards to women-owned businesses in the state. Or Chicago for that matter. New data released this week by American Express OPEN show that the number of women-owned firms in the state grew 28.6 percent between 2007 and 2016, while nationally the number of such firms grew on average 45.2 percent. In Chicago, 39.0 percent growth in women-owned firms was somewhat stronger over the same time frame, but still below the national average. But the number of people employed in women-owned firms in both Illinois and Chicago fell 0.4 percent and 0.6 percent respectively between 2007 and 2016, while nationally, the number of people employed in women-owned firms grew on average 18.

Esri joined the White House, U.S. Department of Housing and Urban Development, U.S. Census Bureau, eight cities, and more than a dozen developers last month to kick-off the Opportunity Project. The project aims to expand access to opportunity to every American, across every geography, using open government data. In the months leading up to the launch, the Esri team supported the federal agencies and White House to create accessible, highly usable digital tools, and to integrate the opportunity data into existing tools in the ArcGIS Platform. Esri is incorporating opportunity data into the ArcGIS platform, Community Analyst and Business Analyst tools.

“There will never be another Red Hat” has become a common refrain—one that I’ve personally raised. In an era when consumers prefer to pay for services instead of software, Red Hat is an anachronism. And yet, there’s never been a better time for another Red Hat to arise. Maybe multiple Red Hats. After all, though Redmonk’s Stephen O’Grady correctly reports that “Red Hat remains the sole example of a pure play open source organization matching the revenue generated by even modest-sized proprietary alternatives,” it’s also true that Red Hat’s formula—making complex open-source software safe and secure for mainstream enterprise adoption—has never been so critically required. We live in a world awash in open source.
