Transforming Chicago into a “smart city,” as mentioned in Kathy Bergen’s Sunday article, will make our streets cleaner, our city more efficient, our neighborhoods safer, and, in the long run, increase the city’s economic prosperity. An often overlooked, indirect, but significant, benefit of creating a data driven city is the potential to unleash creativity. Chicago and its open data project has supported the development of one of the largest, most committed civic hacker communities in the world. This is a longterm investment that engages our residents by giving them a platform to find and solve problems and stimulate economic development. As a frequent traveler to Barcelona, I have studied and experienced its smart city initiative.

Smart places need smart data. It’s nothing new to point out that it will only be possible to build more efficient and comfortable environments if the data flows effectively in real time between all the connected devices in the urban – or county-wide or regional – machine. It provided one of the main talking points at last week’s Smart to Future Cities and Urban IoT conference. Contributions from local authorities including the London Borough of Greenwich, Bristol City Council and Oxfordshire County Council, and even the City Copenhagen, highlighted how the potential of the technology is developing, but kept coming back to the importance of getting the data right.

Big data has been around a long time but more recent talk of ‘open data’ is changing perspectives on how to best utilize data wherever it resides and in whatever format. Big data and the newer phenomenon ‘open data’ are closely related but they’re not the same. Both types of data can transform the world, but when government turns big data into open data it’s especially powerful. Joel Gurin, Founder and Editor, OpenDataNow.com describes open data as accessible public data that people, companies, and organizations can use to launch new ventures, analyze patterns and trends, make data-driven decisions, and solve complex problems. Open data should also be relatively easy to use, although there are gradations of ‘openness.’ Openness is not however enough.

Drought-weary Californians breathed a sigh of relief because another “March Miracle” series of storms soaked much of the northern half of the state. Sadly for the people of the Golden State, their relief is mostly misplaced. The state reported that the statewide snowpack is only 87 percent of normal and El Niño was mostly a disappointment. Farmers on the west side of the San Joaquin Valley will receive only 5 percent of their allocation from the Central Valley Project this year. It looks like we are heading into the fifth year of an historic drought. The surging rivers feeding a few reservoirs and the snowpack in parts of the Sierras will be a short-term help, but, until California water policy changes, the inevitable dry years will send the state back into an unnecessary crisis.

The government recently staged its first Internet Economy summit. Why now? Globally, the annual Internet Governance Forum and the OECD Internet Economy summits have provided a stage for governments and other stakeholders to discuss the data-driven internet economy. In his speech, Chief Executive Leung Chun-ying said Hong Kong’s world-class infrastructure is a good basis to harness the internet economy, while Xu Lin, deputy director of the Cyberspace Administration, said China has now reached nearly 50 per cent internet penetration, providing a historic opportunity for a transformational upgrade.

In a long-awaited release, the Treasury Department on Friday published the final schema for its federal spending data format on the Federal Spending Transparency GitHub portal. The schema, mandated under the DATA Act of 2014, dictates how federal data elements relate to one another. Treasury and OMB published 57 data elements last year, along with a preliminary version of the schema. “Friday’s announcement completes a journey that began in 2010,” said Hudson Hollister, executive director of the Data Coalition, in a press release today. “That’s when Rep. Darrell Issa and his staff started working on the first version of the DATA Act.

Last week, Tom Steinberg caused a buzz in the open data community with his strong commentary on the flaw of political correctness in the government transparency space, positing: “Perhaps most importantly, and worryingly, I’ve not seen any meaningful attempt to systematically overhaul procurement rules to ensure that new government computer systems produce decent open data by default. This omission is especially important since building open data feeds into new government computer systems remains the only way that most government data will ever get released cheaply, quickly, and in appropriate formats.
