Hackers might soon help Delawareans find their favorite food trucks. Or they could make it easier for entrepreneurs to access startup resources, find an ideal location and land government contracts. About 50 computer programmers set out to do all that and more Saturday during the inaugural DataWorks “hackathon” in Wilmington. “Our goal is to come up with some tools that could be really beneficial to local businesses and their customers,” said Ryan Harrington, who helped organize the event for host Open Data Delaware. But aren’t hackers those guys who hurt businesses by breaking into their computer systems to steal credit card numbers and other personal data? Yes and no, the 26-year-old Wilmington resident said.

From flats in Glasgow to extensive hunting estates in the Highlands, unknown persons are hiding behind the corporate veil of Panamanian companies and the Scottish public are being denied information about who owns Scotland. But why should this information be a revelation in the first place? Why should this newspaper have to pay a substantial sum of money to obtain public records? [The Sunday Herald had to pay a fee to access the data used in the accompanying investigation] Last October, data for all overseas-owned land and property was published by the Land Registry of England and Wales.

After a years-long legal battle, Canada Post has decided that, actually, it won’t claim to own the copyright to every Canadian’s postal code—including yours. That’s awfully nice of them, but unfortunately it doesn’t protect anybody who’s ever, say, ordered delivery online from having a suit brought against them, if Canada Post had successfully argued this. Really, the Crown corporation just settled a lawsuit wherein it claimed to own the copyright to every postal code in the country. Because of that settlement, a judge never ruled on the claim.

Typically nothing, but on June 4 these relatively disparate topics will be put in the spotlight as civic hackers converge for the fourth annual National Day of Civic Hacking. The White House, and the civic tech group Code for America, are leading this year’s event to spur citizens, technologists and governments to solve societal problems. More than 100 hacker spaces are set to pop up for a day, with some turning into weekend hackathons and local app competitions.

The Bangalore Metropolitan Transport Corporation (BMTC) could adopt an open data policy in an effort to boost its Intelligent Transport System (ITS) and cope with the increasing demands of a data-heavy system.Biswajit Mishra, Director (IT), BMTC, told ET that the utility was exploring the possibilities of sharing its data with various agencies.He said that a policy regarding sharing of data was being charted but confirmed that no data was being shared with any external agency now.”The first priority of BMTC is to stabilise the system considering the huge amount of data that is pouring in.

Critical infrastructure start-up Vapor IO and Datacenter Operating System (DCOS) developer Mesosphere have collaborated on software that allows for thorough cost analysis of data center operations. The two companies will integrate DCOS with Vapor IO’s Open Data Center Runtime Environment (OpenDCRE) APIs to run currency-based scheduler Mist. This will enable the operating system to monitor consumption levels of data center resources such as power and cooling. The outcome of this should be deeper insight into the financial ramifications of running workloads on-premise or in the cloud. Mist has the capability to move containers automatically or provide notification that a migration would be beneficial.

Karen Kornbluh, the former U.S. ambassador to the Organization for Economic Cooperation and Development (OECD), has a new cyber brief making the case for open cross-border data flows at the Council on Foreign Relations website (full disclosure: I authored an earlier brief in this series). Kornbluh argues that foreign jurisdictions pose an increasing threat to open flows of data across networks such as the Internet. They are imposing “data localization” requirements that force e-commerce companies to maintain personal data within national borders, require them to treat this data in certain ways, and make it available to law enforcement officials when they want.
