The Ordnance Survey (OS) marked International Open Data Day (21 February 2015) by announcing plans to launch an open data digital map. The digital map, called OS OpenMap, will be released in March 2015, allowing developers to incorporate OS map data into applications and make it easier to create visual interpretations of analysed data. Changes to the OS’s developer licenses are also being made to provide developers with easier ways to incorporate important map data. Secretary of state for business, innovation and skills Vince Cable described the OS’s maps as “world-leading”.

As part of International Open Data Day on Saturday, Reading Mayor Vaughn Spencer spoke to the community about the importance of open data in the 21st century. So important, that at the mid-morning public event at Berks County Community Foundation, Spencer signed an executive order to formalize an open data initiative, launching an open data website platform to potentially help businesses and consumers. According to Jason Brudereck, director of communications for Berks County Community Foundation, the city was getting a lot of community requests for a variety of city information. “By making it [city information] public, it saves time for city employees to look for it when they get requests,” he said.

The burgeoning open data movement has taken hold in federal agencies as well as state and local governments.  Open data increases citizens’ confidence in government and fosters innovation and economic growth. Additionally, open data can improve agency operations as data is available in a central location. In the last year, the Department of Agriculture has published over 800 data sets on usda.gov/data and data.gov, according to a recent agency announcement. In addition, USDA said it is engaging other stakeholders so it can use that feedback to improve future data submissions. In the last year USDA participated in the Safety Data Palooza and held Open Data Executive Seminars and the Open Data 500 Roundtable.

Last week’s Strata+Hadoop World conference was subtitled “Make Data Work,” and the sheer size of Hadoop’s ecosystem ensures there are a number of ways to make that happen. Sometimes it’s via a project, such as Spark, that transforms the way Hadoop is used, or via third-party integration such as Couchbase. But sometimes it’s through initiatives like the Open Data Platform, which seems to divide the Hadoop community while professing to unite it. Here are three of the more significant events from the show that illustrate the ways Hadoop is changing as an ecosystem, as a product, and as a project. Spark, the in-memory data processing system widely used with Hadoop, is fast becoming an ecosystem itself.

The popularity of digital maps and the use of digital mapping tools have grown rapidly in recent years. While Google is still the leader when it comes to maps, there are now many other companies in the map technology industry. The immense popularity of digital maps should not be surprising; maps can be useful, informative, beautiful and fun. These days map aficionados can find an unlimited number of beautifully designed interactive and static digital maps. There are maps that display open data, like Chris Whong’s New York City Complaints Map, which displays the past seven days of the city’s 311 complaints. There are maps that incorporate many source data sets, like the Map of Life, a set of maps that display species range information and species lists for any geographic area worldwide.

Apple said Monday that it is investing $1.9 billion to open data centers in Denmark and Ireland, according to the AFP. It is a move likely to comfort European politicians and security industry insiders who have criticized the U.S. National Security Agency for poring over European citizens’ data held in U.S. facilities. Until now, Apple has stored user data in centers in California, Oregon, and North Carolina. Apple is touting the usefulness of the new facilities to directly support its 18,300 European employees and indirectly support the 672,000 jobs of folks who make and build apps for its devices. Data centers, which contain rows and rows of servers meticulously cooled by massive, industrial climate-controlling infrastructure, are where your digital data lives.

It turns out that some people do, in fact, want an Open Data Platform. Despite all of the brouhaha that might have gone down last week, first around Pivotal Software’s Data Event and then at Strata and Hadoop World, some of the vendors and companies that have signed onto the Open Data Platform (ODP) initiative are calling it, “An answer to our Hadoop prayers.” The aforementioned quote comes from Scott Gnau, president of Teradata Labs. Simon Schmidt, the chief data architect at Union Bank, provided a reason as to why the ODP — a tested reference core of open source Apache Hadoop, Apache Ambari and related Apache source artifacts — was vital for an enterprise like his.

A new open standard for building permits is in the works with the goal of making it easier to share and use open data to create new apps across the municipal enterprise. E-government solutions firm Accela along with a coalition that includes real estate companies Zillow and BuildFax are drafting the standard and expects to release it in the spring. “The hope here is that by doing this, we can make permit data much more visible, much more usable.” said Mark Headd, technical evangelist at Accela. That benefits people in communities because residents get to see what’s happening, and it helps governments let people know what they’re doing, he added. The first step is getting agreement on what the standard will look like.

How do you measure something when there’s no agreement on how to define an indicator?  How do you compare urban data when the word “urban” doesn’t have the same definition in every country? And what happens when cities stop counting the population that starts to spill over the municipal boundaries? In an effort to address these and other related questions, the World Bank Group has just launched the report East Asia’s Urban Changing Landscape: Measuring a Decade of Urban Expansion, which presents the findings of a new major study on urbanization in East Asia. In conjunction with this launch, the Bank Group also released PUMA or “Platform for Urban Management and Analysis.”  It’s a free open source software tool that lets users access, analyze, and share urban spatial data.
