The California Attorney General’s office is required every year to compile details on each state-level wiretap order filed by local prosecutors. Mandated by the legislature as a transparency measure in the highly secret process of electronic surveillance, the annual California Electronic Interceptions Report is a wellspring of information for criminal justice research. But this year, the California Department of Justice (CADOJ) says that, from here on out, these reports—and potentially all of its criminal justice data—will only be issued as locked PDFs, significantly limiting the public’s ability to analyze the information in alternative formats.

Over the past few months, hundreds of thousands of Americans have signed petitions on our We the People petitions platform related to community policing, in the wake of the police-involved deaths of Michael Brown, Eric Garner, Freddie Gray, and others. This week, we invited these petition signers to join a White House call about improving community-police relations. During the call, they highlighted new steps we’re taking to improve community-police relations through the use of open data, demilitarizing local police forces, and other recommendations from the President’s Task Force on 21st Century Policing.

Imagine if, before surgery, doctors could analyze a replica of a baby’s heart that showed its congenital defects. They would know precisely where to cut and where to patch before ever touching a scalpel. That kind of life-saving work is now possible, thanks to resources like the Heart Library. The library is part of the National Institutes of Health’s 3D Print Exchange — an open, interactive website for researchers worldwide that offers tools, data and opportunity, NIH’s Scientific Program Analyst Darrell Hurt explained at Thursday’s GSA DigitalGov Citizen Services Summit. The website stores data of 3D printable objects, biomedical science and a collection of tools, or “tools engine,” all enabled by open-source software and open data.

Camden, New Jersey, isn’t where you might expect to find the future of policing emerging. It was renowned as one of the most violent cities in the US for decades. Two years ago, struggling with crime and running out of money, the city scrapped its police department entirely. But now Camden is at the centre of an ambitious new scheme. The White House launched the Police Data Initiative there this week, tasking Camden and 20 other US cities with using data analysis to understand and change police behaviour in an attempt to heal the broken relationship between them and the public. The move follows a wave of police brutality in the US (see “A year of violence”, below) and the establishment of the Task Force on 21st Century Policing, formed by Obama in December.

The challenge for individual agencies to develop data access methods that strike the best balance between data confidentiality, protecting privacy, maintaining data quality and releasing data that’s interpretable, relevant and actually valuable to users, now and in the longer term: that’s a big ask without direction. Open data is at the core of an ideal data system where we’ll see the integrating of data from an array of sources—private, public and community, business and household, cross‐sectional and longitudinal, survey and administrative, national and sub‐national.

The federal government is spending $3 million on an open data project designed to launch at least 15 new companies, hundreds of jobs and valuable products and services that could help CIOs and other business decision-makers. Earlier this week Tony Clement, a federal cabinet minister and president of Treasury Board Secretariat, came to Waterloo to announce the Open Data Exchange (ODX), which will be run out of Open Text Corp. initially and managed by Communitech, which supports startups and emerging companies in the local ICT sector. The plan is to eventually move the project to a new location. Treasury Board has been putting considerable investment in trying to spur innovation using data sets the government had once kept under wraps for years.
