The task of drawing discrete boundaries around the tech spheres known as HPC and big data is getting more complicated with each passing year. Many are anticipating convergence between these camps. One prominent HPCer waving the convergence flag is Satoshi Matsuoka, a professor at Tokyo Institute of Technology’s Global Scientific Information and Computing Center. In his talk at the 2015 Blue Waters Symposium last month, Dr. Matsuoka made it clear that designing for data is not just a strategy, it’s the logical and inevitable response to two irrepressible drivers, the death of Moore’s law and the burgeoning data tsunami.

I had an “aha moment” recently while reading The Responsive City, a book co-authored by Stephen Goldsmith and Susan Crawford that tells fascinating stories about local and state governments that adopted new technologies as a way to better respond to the needs of citizens. In the final few pages of the book, Goldsmith and Crawford write: Finally, someone had addressed the elephant in the room. For all the upward movement in the civic technology space—the Knight Foundation reports that from 2008 to 2012 the civic tech field grew at an annual rate of 23%—much of the technology developed in that same timespan has struggled to gain a widespread foothold.

MINISTER of State in the Ministry of Science, Technology, Energy and Mining, Julian Robinson, says open data is a tremendous resource that offers prospects for wealth creation. Robinson noted that Government data, in particular, can be accessed and utilised by technology innovators and entrepreneurs to develop applications (apps) for various sectors. “There is a lot of information that various Government ministries and departments have that they can place on open street map, which is non-proprietary and which would be available to the public free of cost, and can also be used for developers and others who might be interested in building applications out of it,” he pointed out.

Cabinet Office minister Matthew Hancock has called for a “data culture” across government to help make better decisions on where best to spend money on an austerity budget. In only his second public speech since succeeding Francis Maude in the job after the general election, Hancock said the government wants to make better use of data to drive decision-making in real time. “Digital technology means it’s much easier to hold a genuine iterative dialogue with the users of public services,” he told delegates at an event in London organised by the Reform thinktank. “This sort of data is important when designing services, but it’s a crucial driver of reform too.

The UK Environment Agency (EA) is to make its LiDAR data sets freely available as open data to commercial entities from September this year. LiDAR (Light Detection and Ranging) is a technique that uses a laser to measure the distance between the survey aircraft and the ground surface. It is used to measure the elevation of the land as well as buildings, roads, railways, power lines and vegetation. From LiDAR data accurate 3D models of the terrain can be built up. It is typically used for environmental and land-use modelling, flood monitoring, asset management and urban planning. The EA has accurate elevation data covering approximately 60 per cent of England and Wales.
