Industry’s first turnkey service for IP owners to audit, record, and register with the Open Register of Patent Ownership database Helios Intellectual Property today announced its new service to support the Open Register of Patent Ownership (http://www.oropo.net), to assist IP owners audit, record and register their patent assignment and ownership formalities to optimize their participation in the ORoPO initiative. Back in March 2012, a team of DataKind volunteers in Washington DC worked furiously to finish their final presentation at a weekend DataDive. Little did they know, the impact of their work would extend far beyond DC and far beyond the weekend. Their prototyped visualization ultimately became a polished tool that would impact communities worldwide. The UK and French governments have announced the creation of a new joint UK-France Data Taskforce, which has been formed to target £42 billion of untapped economic growth potential across the European Union. According to the government, the new taskforce reaffirms the two countries’ commitment to the European digital single market. The taskforce is set to report back to both governments before the end of the year to enhance UK-France co-operation on open data and making information available for public use; improve SME use of data and increase the consumer control of data. The Chancellor George Osborne said: “I am delighted to announce the creation of a new joint UK-France Taskforce to lead the way in unlocking the significant economic benefits offered by the digital economy.

DRAWING flak for not mentioning the controversial Freedom of Information (FOI) bill in his final State of the Nation Address (SONA), President Benigno Aquino 3rd on Tuesday asked Congress to pass the proposed law to cement transparency in government. The Senate has already passed Senate Bill 1733 — its version of the proposed FOI Law — on March 10, 2014 but its counterpart measure in the House of Representatives remains pending. House Bill 3237 or the proposed FOI Law establishes the legal presumption that people should have full access to government information. It enumerates instances when data must be published online or transmitted to those interested “without the necessity of demand.” The bill, authored by Camarines Sur Rep. Maria Leonor Robredo and Batanes Rep.

Baton Rouge area businesses that rely heavily on real-time Geographic Information System mapping data for land development, engineering and construction projects will be among those that will benefit from a new web portal launched to enhance public access to GIS location-based data. Mayor Kip Holden announced the launch of the web portal this morning, saying it is another example of the city-parish’s push to digitize public data. The portal launch comes just a week after the city-parish launched a new website called Open Budget BR to help citizens better track how their tax dollars are being spent. In late January, the city-parish launched the Open Data BR website, offering a treasure trove of East Baton Rouge Parish data, ranging from crime statistics to recently filed building permits.

If laws and regulations were expressed as open data, rather than documents, “then government and society would be transformed,” according to Hudson Hollister, executive director of the Data Transparency Coalition. Hollister spoke as part of a panel that also included technological directors from the House of Representatives and developers from the General Services Administration’s 18F organization. Digitizing the lawmaking process would make it easier for citizens to interact with lawmakers, but would also have a direct effect on the way Congress enacts legislation and how agencies apply new laws to new and existing regulations, Hollister and other panelists said.
