Opening data is not enough — gov’t needs to be trusted Earlier this month, Taiwan was named the most “open” government for this year in the Global Open Data Index by the UK-based Open Knowledge Foundation. Just a small island located off the coast of mainland China, one of the world’s largest economies, Taiwan’s speedy climb to the top was surprising for many, not only as a huge improvement from its No. 36 in 2013, but because most of the countries that made it into the top 10 were from the West.

そもそもFI-WAREとは何かいうと・・・

FI-WAREは、オープンソースのIoTプラットホームです。FI-WAREは、将来の反転につながる中心的な基盤になることを目指しています。FI-WAREは、スマートシティの基盤をサポートして、インテリジェントな工場と高度な農業を可能にし、企業家がIoT市場での生き残りを約束すると標榜しています。

あまりよい説明にはなっていませんが、要するにIoTを支えるアプリケーションプラットホームとうことのようです。

A new generation of smart city apps is beginning to emerge based on the European-initiated FIWARE open API platform. The platform provides an open source toolkit of APIs and backend infrastructure components to enable app developers to create new city solutions. The launch of the apps comes after a series of new partnerships with cities, open data portals and US Government programs, and is expected to be the first of an increasing number of production-ready civic tech solutions built using FIWARE’s APIs and “generic enablers”.

Open Knowledge International and the Open Data for Development program are pleased to announce the seven projects that have been shortlisted to receive support from the Africa Open Data Collaboration Fund (AODC Fund)*. The AODC Fund is a partnership with the organisers of the First Africa Open Data Conference and it was designed to provide seed support to empower Africa’s emerging open data civic entrepreneurs to build their data communities, to improve the delivery of services to citizens, and to achieve sustainable development global goals. The Africa Open Data Collaboration Fund intends to provide between USD 10,000 and USD 15,000 to each one of the initiatives.

It’s possible to measure how much money is saved by governments when contract data is open, and to use these results as evidence for opening up data on government services. However, as citizens across the world demand better government data on police brutality and corruption, we are reminded that the task of government is more than service delivery, but also the protection and enhancement of human rights for its citizens.

HM Revenue & Customs (HMRC) has to improve the way it uses data and analysis to understand the effect of its actions in the long and short terms, it has been told by the National Audit Office (NAO). Head of the NAO Amyas Morse highlighted the issue as it published a report on HMRC’s record in tackling tax fraud. He said the department’s performance on how it uses data will be one of the prime issues to monitor. HMRC estimates that losses to tax fraud amount to £16 billion each year. This is nearly half of its £34 billion estimate of the tax gap – the difference between the amount of tax it should and actually collects each year.

Earlier this year, I wrote about how two programmers were attempting to hold the Seattle Police Department accountable by filing massive public records requests on internal investigations of officer misconduct, spanning from 2010 to 2013. They used settlements from lawsuits over improperly withheld public records to cover tens of thousands of dollars in city fees attached to their requests, and hoped to ultimately put the information online for the public to see. Now the the Office of Professional Accountability Review Board (OPARB), an official civilian oversight body, is calling on the SPD to do just that—put its database of civilian complaint and disciplinary findings online for public viewing, by March 2016.
