As part of its research agreement with the National Oceanic and Atmospheric Administration, Amazon Web Services  began housing a real-time feed and archived data from Next Generation Weather Radar (NEXRAD), providing researchers with high-resolution Doppler radar information they could use for storm predictions or weather related research. In January, AWS also added two new tools for analyzing and using NEXRAD data through its Amazon Simple Storage Service. The open-source Java tool WeatherPipe makes it easier to visually analyze NEXRAD data by structuring the information into usable formats and running the job in Amazon Elastic MapReduce to produce NetCDF files, according to AWS.

When it comes to making data available, the City of Windsor is at the forefront. A recent report called the Open Cities Index, from the Public Sector Digest, listed Windsor as one of the Top 10 “trailblazers” in Canada for open data — essentially, posting information online. Windsor was named the eighth best for making data open in Canada, on a list that included mostly bigger cities. Edmonton ranked first, followed by Toronto second, Surrey third, Ottawa fourth, and the only other southern Ontario city to make the list, London in fifth place. Windsor came after Vancouver and Calgary, but ahead of Oakville and Montreal, which rounded out the Top 10. Harry Turnball, Windsor’s chief information officer, was happy with the recognition but not entirely shocked.

PRESS RELEASE – Saint Lucia’s first ever Mapathon was launched on 19 January 2016. The event dubbed “Map Saint Lucia,” encourages participants to engage in mapping projects of economic and social value for Saint Lucia via Openstreetmap.org. The highly collaborative and interactive exercise will provide a better understanding about the island’s landscape, whilst improving the discoverability of places and communities island-wide. The Mapathon will also demonstrate how technical innovators and entrepreneurs can use mapping data for national development. “Map Saint Lucia” is being is being held under the auspices of the Ministry of the Public Service, Information and Broadcasting as one of the activities commemorating Saint Lucia’s 37th Independence Anniversary.

Last week, Mayor of District of Columbia (DC), in the US appointed India-born Archana Vamulapalli as the Chief Technology Officer of the district. The announcement was accompanied by reiteration of the mayor’s commitment to Open Data push. In fact, the Office of the Chief Technology Officer (OCTO), which Vamalupalli has occupied, has created a draft Open Data Policy and a major thrust of her would be to drive that.   Worldwide, administrators at national, state and city levels are realizing the power of open data. In countries like the US, it is seen as part of broader open government initiative and is meant at driving transparency. But smaller countries are using the power of community to drive change using open data.

The Brazilian government has published a decree establishing the creation of a set of digital governance rules for the public administration this week. According to the decree published on Monday, the idea is to “generate benefits to society through the use of information and information technology and communication resources in the provision of public services,” therefore developing the use of the self-service model. The decree adds that the plan also intends to “encourage the participation of society in the formulation, implementation, monitoring and evaluation of public policies and public services available in digital form; and ensure the acquisition of information by the society, subject to the restrictions provided by law.

A new UK government report has advised that blockchain should be used to run public services because this form of technology is a more secure way of managing data. As records will be kept on a digital ledger, private blockchains will only permit specific users and in turn, will be highly resistant to malicious tampering, according to the BBC. Minister for the Cabinet Office and Paymaster General, Matthew Hancock MP and Minister of the State for Culture and The Digital Economy Ed Vaizey MP, authors of the “ ” report, highlighted that this may be the most exceptional form of innovation that we have seen recently.

What open data is available from governments around the world, in what formats are the data available, and how can you easily find or use it? Those are the questions answered by Open Knowledge which has recently published its third global open data index comparing available data from 122 countries to produce an annual international ranking. From government spending and pollution emissions to procurement tenders and land ownership, the index sets standards for datasets which can be applied to any country, and then Open Knowledge’s global team of volunteers collects links to datasets which get rated in terms of how open and available they are. This makes it easier for anyone to see what open data is available for any country, and it provides links to datasets wherever they reside.
