According to the UN’s World Urbanization Prospects . Tokyo is expected to remain the world’s largest city in 2030, followed closely by Delhi. The fastest-growing cities will be in Asia and Africa. But what exactly is a city? Chandan Deuskar’s blog explores exactly this question. There’s currently no standard definition of an “urban area” or “urban population” – each country relies on its own definition and collects data accodringly. Los Angeles Mayor Eric Garcetti and Esri President Jack Dangermond on Friday unveiled Los Angeles’ newest tech innovation, called GeoHub. It’s expected to provide location-as-a-service technology (LaaS) to relay real-time data and mapping to the city and its residents and businesses. At a press conference on Friday that was also broadcast live online, Garcetti said the portal will “help us reinvent the way we relay our services and broaden our ability to engage residents and businesses to improve the quality of life in their city.” The service, which can be found at http://geohub.lacity.org/, has eight categories to explore: Business, Boundaries, Infrastructure, Planning, Recreation and Parks, Safety, Schools, and Transportation.

With agencies like the National Weather Service, the Census Bureau and Bureau of Economic Analysis under its umbrella, the Commerce Department generates a lot of data, most of which it wants to push out to the public. But numbers in a vacuum aren’t very useful. Jeff Chen — the department’s first chief data scientist — wants to make sure the public gets the most out of government data and so started the Data Usability Project. “The area of data education has not received as much attention as it should. It really is at the heart of the open data process — moving from just releasing data to encouraging open knowledge,” Chen said, noting it’s just as challenging to illustrate that process.

Delaware Gov. Jack Markell is convening a new council of leaders to chart the state’s open data strategy, with a particular focus on overhauling its open data portal. Markell signed an executive order last week to create an open data council, chaired by Chief Information Officer James Collins, to draft a new roadmap for how the state opens up its data going forward. The group will be primarily charged with transforming the current data portal, which currently links to a series of data sets hosted by the agencies responsible for maintaining them, into a central website for users to access and download all the state’s open data sets.

Students and scholars can now freely search a new database of Latin and Greek authors that provides links to online versions of their works. The database, the Classical Works Knowledge Base (CWKB), contains metadata about 5,200 works by 1,500 ancient authors, allowing users with a limited knowledge of the classics’ canonical citation system to simply link to passages of digital texts. “Let’s say you’re an undergraduate and in a page you’re reading is a reference to a passage of an ancient text, and you would like to read this passage but you don’t know how to find it,” said Eric Rebillard, professor of history and classics, who developed the tool in collaboration with Adam Chandler, a librarian at Cornell University Library.

The Coalition has long opposed Rep. Robert Hurt’s Small Company Disclosure Simplification Act (H.R. 1965), which would severely disrupt the SEC’s ability to collect open data financial statements from most public companies, and regress to only collecting the information as plain-text documents. H.R. 1965 is back on the House of Representatives’ agenda. It has been included in a package bill the House is scheduled for a vote this Wednesday. Since the Republican majority has endorsed the overall package already, the House will probably approve the package, sending it to the Senate, and taking H.R. 1965 along with it. House Passage – then Oblivion in the Senate? This news will disappoint supporters of open data in financial regulatory reporting – but it shouldn’t surprise them.

There’s a reason people point to “lies, damned lies and statistics” in discussions where the reliability of the numbers is key. Data can be misleading, which is why statistics should be approached with caution – and context. Missing, incomplete, opaque and widely varying crime statistics, for example, have been called out in recent discussions of the openness and transparency of law enforcement data.  Some of the reasons crime stats are all over the map were compiled by FiveThirtyEight, the statistical analysis blog: Data that requires caveats, qualifications and explanations makes meaningful analysis and comparisons among jurisdictions nearly impossible.

Colorado legislators move to formalize open-data program in Secretary of State’s office Colorado lawmakers are taking steps to formalize a 2½-year-old pilot program that encourages state government agencies to “streamline access to public data” by making datasets available online in machine-readable formats. HB 16-1014, which would put the Secretary of State’s Business Intelligence Center into statute, passed the House Business Affairs and Labor Committee last Thursday. The program includes the popular Go Code Colorado initiative, a statewide competition for creating business-related apps with public data.
