The World Health Organization (WHO) published, in April 2016, a first inventory of diabetes. In Burundi, the disease affects more men than women, while deaths from high blood glucose are more numerous. These values are expressed in absolute values. The dataset also includes the prevalence of diabetes and the prevalence rate of its risk factors (overweight and obesity). These values are expressed in percentages. The average prevalence of diabetes is 2.6%. This dataset is completed by a second set, which shows the proportional rate of mortality compared to other diseases. This rate is 1% for diabetes. These two datasets are contained in a single XLSX file and two CSV files (in a ZIP file).

Major technology players including Google and IBM have joined forces to launch an open specification created to provide up to a ten times hike in data centre performance. The new standard is called Open Coherent Accelerator Processor Interface (OpenCAPI), and aims to provide a high-bandwidth, low-latency interface design specification. The new open interface is aimed at helping cloud and corporate data centers in speeding up machine learning, big data, analysts, and other rising workloads. It has exhibited similar behavior in the past whereby it kept distance from famous open standards technology groups including Gen-Z and CCIX.

The city is an open book. Or at least, they are opening new chapters, even if we cannot yet see the last page. City hall launched its open data program in July 2015 and, to date, 35 data sets have been released to the public. “The city has received (more than) 100 data-set suggestions from staff and the public, within which there are a total of 86 unique data sets,” a staff report indicates. “Suggestions are reviewed by the open data team … 35 of the suggested datasets have already been released as open data, 11 data sets are in progress and the other data sets are under review.” The data sets currently available to the public (available at opendata.greatersudbury.

Mexico can boast having one of the world’s best right-to-information laws. But that means little in practice, journalists and activists say, because authorities regularly skirt the spirit of the well-regarded law—starting, it is alleged, with the government agency charged with upholding it. The National Institute for Transparency, Access of Information and Personal Data Protection, or INAI for its Spanish acronym, this week was accused of censoring data out of a new online archive it helped build to document massacres and other egregious acts of violence committed in Mexico over the past five decades. The archive, dubbed “Memory and Truth,” (link in Spanish) was co-produced with civil groups including Article 19, an international nonprofit that advocates for freedom of expression.

BE-GOOD Project launches Dublin City Council will host the launch of the BE-GOOD Project in Dublin’s City Hall, Cork Hill, Dublin 2 on Friday, 14th October, 2016 from 8.30am.  This EU funded initiative encourages the re-use of PSI (Public Sector Information) to help develop data driven services in the areas of infrastructure and environment. BE-GOOD (Building an Ecosystem to Generate Opportunities in Open Data) will deliver 10 pilot projects using a novel demand-driven approach to unlock appropriate datasets and engage with the marketplace to deliver applications, software or algorithms for traffic management, air and water quality monitoring and infrastructure maintenance planning.

San Francisco’s BART transportation system has been under criticism for its lack of transparency and in response, is issuing a new open data proposal. BART plans to create an open data portal offering information on salaries, contracts, spending, geospatial information, web analytics, ridership, and crime. The proposal was presented to the BART Board of Directors during its bimonthly meeting yesterday. The move would make BART one of the more transparent transit systems in the country, although it is unclear from the proposal how often the data would be updated. According to BART’s own estimations, if implemented, the policy is projected to cost $250,000 during fiscal year 2018. BART has partnered with the Sunlight Foundation, an open government advocacy group to craft the proposal.

TYSONS CORNER, VA, Oct. 14, 2016 — Amazon (Nasdaq: AMZN) has partnered with the Commerce Department to host an event in Seattle that works to challenge software developers to build voice recognition systems that utilize open data, Executive Gov reported Thursday. Justin Antonipillai, counselor to Commerce Secretary Penny Pritzker, wrote in a blog post published Sept. 26 that the Alexa Skills Open Data Challenge held from Oct. 7 to 8 focused on using Commerce’s open datasets and Amazon’s Alexa voice service to “democratize” access to information and perform tasks across several fields of application. We are a nation of goal-setters — we set a goal, work toward it and track our progress until we reach it. From how many pounds we’ve lost to how much money we’ve saved, it’s how we learn to do better. The same is true at the Office of Sustainability in Austin, Texas, where officials recently launched a new dashboard to boost transparency and track citywide progress with sustainability initiatives. Housed on the city’s website, the dashboard is an open data portal that covers information across about 50 performance indicators and is organized into 10 categories, including climate, built environment, ecosystems, food & health, zero waste, economy & creativity, water, mobility, equity & livability, and energy.

+Comment An OpenCAPI consortium has sprung into life, promising a new, open specification that can increase data center server performance up to 10x through the use of a new CPU-memory-IO adapter interconnect scheme – and it doesn’t include Intel in its membership. The Open Coherent Accelerator Processor Interface represents, the consortium says, a data-centric approach, and “provides an open, high-speed pathway for different types of technology – advanced memory, accelerators, networking and storage – to more tightly integrate their functions within servers.” It “puts the compute power closer to the data, removes inefficiencies in traditional system architectures to help eliminate system bottlenecks and can significantly improve server performance,” according to the consortium.
