Open records advocates are accusing an obscure board that oversees state public records of overstepping its authority when it on requirements to maintain records deemed to have only “temporary usefulness.” Just one day after the Public Records Board’s vote in August, Gov. Scott Walker’s administration denied a records request from a newspaper for some text messages, saying officials do not have to retain such transitory messages. “We’re really bothered by and concerned about what was done. We believe it was an overreach of their authority,” said Beth Bennett, executive director of the Wisconsin Newspaper Association. “I don’t believe that this board can take records that are currently available under the state records law and make them exempt.
