A little over six years ago, the city of Portland adopted the nation’s first open source software procurement policy at the municipal level. The mayor’s office oversaw a program to connect startups with contract opportunities at the city of Portland. (Disclosure: I worked under the same mayor as a business adviser.) About the same time, Code for America was getting underway and cities around the country began releasing open data to spur innovation. Locally, Zapproved and GlobeSherpa are two successful startups that benefited from these early efforts.
