Our new Liberal government has restored the mandatory long-form census, and Prime Minister Justin Trudeau has placed a particular emphasis on “evidence-based policy.” Both developments are all for the good, but there’s more to evidence-based policymaking than fixing the census. It was a week of symbolism, but there was a practical reason why Trudeau’s government chose to restore the mandatory long-form census on its first day. The machinery behind the 2016 census has been underway for months, working under the same rules the Conservatives had set out in 2010. The questionnaire has already been sent to the printers and if the government wanted to avoid the 2011 debacle, it had to act quickly.
