Under most ordinary circumstances, a grade of C- wouldn’t be encouraging, but according to a sweeping new report on state integrity, California’s middling score puts it in second place nationally.The Center for Public Integrity, a nonprofit investigative reporting group, examined state governments between January 2013 and March 2015, measuring each for transparency and accountability in subcategories such as political finance, election oversight, lobbying, and ethics, among others.The take-away: most states are pretty fucking corrupt. Only three — Alaska, California, and Connecticut — scored higher than a D+. Eleven states failed.”All together, the project presents a comprehensive look at transparency, accountability, and ethics in state government,” the CPI writes in its overview.
