Open data is one of government’s most acclaimed endeavors, but back in March, U.S. Open Data Director Waldo Jaquith noted that open data might be a trend on shaky ground. “Fad” can be another word for “trend,” after all. But a new study conducted by open data company Socrata indicates that, for the time being, investment in and support for open data remain steady. The study’s objective was to evaluate government’s attitudes and plans surrounding open data, and the report indicates positive support from government, particularly at the federal level. Data was gathered via an email survey issued to 506 self-selected government workers.

The following story — sent in by an anonymous Techdirt reader — shows the power of opening up government data for examination by citizens… as well as the reason many government agencies may be reluctant to do so. Ben Wellington, a research analyst who has used New York City’s open data to push for policy changes, runs the I Quant NY blog. Looking through the city’s parking ticket data, he found some addresses were listed on an extremely high number of tickets for blocking pedestrian ramps. Now, before anyone shouts that the people blocking pedestrian ramps got exactly what they deserved, Wellington points out that sidewalk cutouts are not automatic no-parking zones. Only certain ones are.

news The Victorian Government has launched a new four-year strategy aimed to harness new digital technologies to “deliver modern services for the community”. Special Minister of State Gavin Jennings (pictured) announced the new Information Technology Strategy 2016-2020 at an Australian Information Industry Association event yesterday, 12 May. The document can be downloaded here in PDF format. Currently hosting hundreds of phone hotlines and 538 different websites, accessing Victorian Government services and information can be difficult, the government acknowledged in a statement, and comes at “great expense to taxpayers”. Few transactional services are accessible online, it said, and total costs are expected to reach $713 million by 2026.

Office Delve is an Office 365 service that suggests relevant information from across Office 365 to a specific user. It runs on top of Office Graph, a database that captures relationships between objects and people. A report from analyst firm Gartner warns that Delve’s recommendations can turn into unwanted disclosure. Microsoft’s servers can discern patterns — who communicates with whom, and who reads what. For example, the system can infer that, if six members of an eight- person department read a specific report, it might be of interest to the other two members. SEOUL, May 11 (Yonhap) — U.S. tech giant Microsoft Corp. said Wednesday it plans to open two data centers in South Korea, in line with its efforts to expand cloud computing services here. Microsoft said it will open data centers in Seoul and Busan, respectively, in the first half of 2017. The facilities will play key roles in its cloud computing services, the company added. The U.S. giant said the location was based on various criteria, including accessibility of power sources and workforces. The data centers will provide local Microsoft users with faster speed in its cloud computing-related services. Cloud computing solutions allow users to access their photos, documents and other content saved on a server through smartphones and PCs.

Manchester-based developers, Mapway, are celebrating hitting 30 million downloads across their portfolio of public transport apps. The company which first launched the London Tube Map in 2009, reached two major milestones last month; 15 million lifetime downloads for the London Tube Map app and 30 million lifetime downloads across its entire collection. The Earthworm Society of Britain (ESB) actively encourages the use of its data and hopes that it can be used to further the current understanding of earthworms, both nationally and internationally. At the Society, we are always interested to hear about how others have used our data (whether for use in science, sociology, art or anything else) and are glad to have produced a resource that is being put to use. The ESB has an open data policy, allowing open access to our earthworm records with no constraints to the use of the data and ensuring records are available at the full resolution they are accepted at. This is achieved through the submission of our databases to the NBN Gateway, and in future the NBN’s Living Atlas infrastructure projects, starting with the Atlas of Living Scotland.
