Arkansas Open Data and Transparency Task Force invited the Data Coalition and some of its members on March 31, 2016, to present on the effectiveness of implementing an open data standard in regulatory reporting in the state of Arkansas. The Task Force was established in 2015 with the objective of recommending specific solutions and legislation for an efficient open data and transparency law before the end of 2016 to maintain and share public data. And open data standard would lead to the following broader-level benefits: DataTracks made a presentation on its software used for filing tax returns in inline XBRL format with HMRC in the UK and Revenue in Ireland with a view to supporting the open data initiative in the state of Arkansas.

That’s the argument made by a group of Danish researchers who released a data set on nearly 70,000 users of the popular dating website. The researchers used an automated tool called a “scraper” that captures parts of a webpage—a possible violation of the website’s terms of use. These users had answered questions on intimate topics like drug use and sexual preferences. The researchers took no steps to deidentify the data set when they released it, despite it being possible to reidentify many of the profiles. When the researchers were called out about this lapse on Twitter, one of them shrugged it off with the flip statement “Data is already public.” I hear arguments like this all the time. Websites that post mug shot photos to shame people say they’re just using public records.

WHEN Carly Mitchell wants to track how her pupils are doing, she opens a spreadsheet. The head teacher of Oasis Academy South Bank in London uses the data to see how test scores compare with those of similar children. Ms Mitchell can then order extra tuition for laggards or sit them next to hard-working peers. Those spreadsheets are made by a colleague, whom Ms Mitchell calls a “bona fide genius”. Not every head teacher is so lucky. “Data-driven instruction” is one of the five characteristics of high-performing schools, says Roland Fryer of Harvard University. Yet too many teachers in England see data as a burden not a benefit. They often cite data input and management as a major cause of their heavy workloads.

The U.S. Patent and Trademark Office has released a beta version of its open data portal, created in response to the popularity of the PatentsView app. The portal is divided into four sections: Patent and trademark datasets, visualizations using those datasets, a community of developers and other USPTO data consumers, and a library of application programming interfaces, or APIs, DigitalGov announced in a May 18 blog post. In the first section, users can view a catalog of patent data and products or view trademark data products. They can also download patent application data, patent grant text and patent grant data.

Government-produced open data most commonly makes its way into other governance organizations, the data and information technology sector, and research and consulting groups, according to a new report. The report (pdf) from the Center for Open Data Enterprise and the Open Data for Development Network examined how their database of organizations using public data is used across 87 countries on six continents, according to an announcement from the groups. The data types most frequently used by organizations are those reflecting government operations such as budgets, spending and procurement data; geospatial data such as GPS; weather data; and demographic and social data such as census data, according to the announcement.

London, 19 May 2016 – MasterCard wants to create a payments-enabled travel app that helps consumers making all kinds of journeys, whether they are day to day trips to their place of work, or even to holiday destinations further afield. More than 100 coders, designers and developers from around the UK will take part in MasterCard’s Trip Hack – a three-day hackathon that is being run by London & Partners, with the backing of British Airways and Transport for London. The hackathon, which will take place at The Trampery in Shoreditch, will see the coders form teams of six to come up with new products and services that will help travellers of all types. MasterCard, British Airways and TfL will give the teams access to each of their APIs, to allow them to create and build new technology.

There are roughly 200,000 data sets available from the federal government, including information on weather and meteorology, patents and census data on household size, income and occupation. Kevin Merritt, founder and CEO of Socrata, a Seattle-based cloud software company focused on improving access to government data, guesses that there could be 20 million government-generated data sets out there that aren’t yet being shared with the public. “We’re probably 1 percent of the way there,” Merritt said. But legislation recently proposed by U.S. Rep. Derek Kilmer, a Democrat from Washington’s 6th district, which includes most of Tacoma and the Olympic peninsula, could help unlock that trove of information.
