Human societies change when resources become either plentiful or scarce. The agrarian revolution saw food become available at a scale and with a reliability never seen before. The industrial revolution saw manufactured goods become available at levels and at costs not previously seen. We are now in the midst of a data revolution. Data is following the same path as food and manufactured goods before it. However, data is not like food or manufactured goods. Those resources are rivalrous – if you consume them or buy them they are no longer available to anyone else. One of the greatest challenges of the modern world is how to distribute resources equitably and to use them sustainably.

At the date of writing, the UK’s new Digital Economy Bill is at the committee stage in the House of Commons. The Bill supports a series of loosely related digital policy reforms, including a universal broadband service obligation, improved data sharing across government departments, consistent enforcement of intellectual property rights and a clampdown on unsolicited marketing. Of particular interest to the communications sector is the new Electronic Communications Code proposed with the Bill, which promises to modernise the powers available to approved telecoms operators to install and maintain electronic communications infrastructure, such as ducts and mobile phone masts, on public and private land.

Privacy and data researchers will, later today, get to see what’s in the Australian government’s proposed bill banning re-identification of anonymised data. The Privacy Amendment (Reidentification Offence) Bill 2016 will be presented to the Senate by attorney-general George Brandis during today’s Senate session (PDF) sometime after 2:30pm. Brandis proposed the bill late in September, pretty much without warning. At the time, Brandis issued a press release saying: “The amendment to the Privacy Act will create a new criminal offence of re-identifying de-identified government data. It will also be an offence to counsel, procure, facilitate, or encourage anyone to do this, and to publish or communicate any re-identified dataset.

Director of data to leave when his contract ends in December The Cabinet Office has confirmed that Paul Maltby, the director of data at the Government Digital Service (GDS), is leaving when his contract ends at the end of December. News of Maltby’s departure comes the day before legislation for data sharing is discussed as part of the Digital Economy Bill. Tomorrow, members of Parliament (MPs) will hear evidence in committee hearings about the data aspects of the bill. One of the witnesses who will be giving evidence is understood to be Open Data Institute chief executive Jeni Tennison. A Cabinet Office insider indicated Maltby’s leaving was due to the end of his contract and not an indication that he is being replaced.

Kansas City tech firm mySidewalk is working with the White House. The firm on Friday announced its participation in The Opportunity Project, an initiative that will use open data in efforts to expand opportunity for all. The project was established in March to put data tools in the hands of civic leaders across the country. The mission is to make it easier for leaders to navigate information on critical resources such as access to jobs, housing, transportation and schools. Twelve pilot cities were chosen for the project, including Kansas City, Los Angeles, New Orleans, San Francisco and Washington.

The White House announced the creation of 29 tools Thursday that use Federal and local data to address problems identified by Federal agencies as part of the Opportunity Project, an open data effort to improve economic mobility for all Americans. The Department of Energy said that educational equity is a national priority. In order to achieve educational equity, Data Society and Kitamba built the Philadelphia School Resource Mapper. The Mapper uses Census Bureau, Health and Human Services, and the Institute of Museum and Library Services data to help schools create partnerships and identify where non-profit organizations can make the greatest impact.

The Office of Personnel Management is missing out on an opportunity to use potentially valuable payroll data to make decisions about federal employees’ pay, leave and other work related activities. Payroll data that OPM collects and stores in its Enterprise Human Resources Integration (EHRI) system is unreliable and largely unavailable to other agencies and organizations, the Government Accountability Office found in a recent study. Agencies typically use human resources data for a variety of purposes, from monitoring mission skills gaps and making decisions about hiring and staffing. The payroll database, which became operational in 2009, is one of four databases in the EHRI system.

Image by Fiona Smith As a political, cultural and technical movement, I think it’s fair to say that open data is reaching its adolescence. In its younger years, it was driven, primarily, by starry-eyed advocates. They were evangelical. They were excited. They were keen to save the world and believed they could. But as open data gains traction in governments, civil society and businesses globally, its pioneers are shifting their focus from its blue-sky potential to its challenges and its limits.
