A revolution is underway in Africa and it is not one that involves crowds taking to the streets. It is a revolution in the way the continent is generating and using data to help shape its future. In the past decade, narratives about Africa have moved from one extreme to another. Ten years ago, the continent was written off as a “basket case”. Then there were signs of macroeconomic growth, and analysts talked of “Africa rising”. Now, this new stance could already be shifting. Economic and political fortunes dictate these drastic shifts in narrative to an extent. Much of this rhetorical transformation is down to what data and statistics tell us.

Having options is a good thing. At least, that’s what Eric Drenckpohl, enterprise geographic information systems manager for the Port of Seattle, was thinking he decided to give the open-source Boundless GIS a try. “There is something to be said for having as many different tools in the toolbelt running both proprietary and nonproprietary code,” Drenckpohl said. So when he decided it was time to develop a new version of Port Explorer — an internal, web-based GIS application that includes most of the datasets used by the port’s various departments — he turned to Boundless GIS, an open-source offering. Drenckpohl said he’d been following open-source GIS for some time, and when the security agencies in the government finally “sort of blessed it,” he decided it was time to give it a try.

Walled gardens (and the negative connotations around them) is a term more commonly associated with the digital media industry, but it is growing increasingly common in discussions among industry leaders, especially as it moves to include ‘addressability’. However, Panelists today (November 17) at the Beet Retreat conference hosted by Beet.TV in Miami, Florida, from Disney ABC, Fox Networks, NBCUniversal and Turner, argued that unlike the internet, walled gardens (plus the domination of media budgets by a select few) are not an inevitability on set top box.

Good news, busy Hamiltonians: a think-tank based in Alberta wants to help you keep track of your own city council. The Manning Centre released its second “council tracker” report Thursday highlighting trends in councillor attendance, voting patterns and closed-door meetings. The small-c conservative centre began the effort with its own local Calgary council, but has since decided to dive into voting data from Toronto, Ottawa and Hamilton. Research director Peter McCaffrey said the council tracker effort is meant to help regular residents “stayed engaged” with their municipal decision-makers. “The problem is there is so much going on at City Hall. What we’re trying to do is take this data, put it into a more digestible format,” he said.

A schism has opened up between Australian privacy advocates and the research community over what level of risk the public will stomach in pursuit of benefits hyped by open data champions. The contest threatened to boil over on Wednesday morning in Canberra, where the Office of the Australian Information Commissioner hosted experts to wrestle over the issue of successful data de-identification. In one corner, cryptologist and privacy champion Dr Vanessa Teague said she was “skeptical” that any method of de-identification exists that could guarantee the safety of sensitive health or welfare data sets.

Why do we celebrate GIS Day? One reason is to show pride in our profession and to promote it to others, which are both worthwhile endeavors. But as a term, GIS is not modern, and is somewhat limited in scope. It was coined by Roger Tomlinson in 1968, which was the same year that the “Harvard Lab for Computer Graphics” added “and Spatial Analysis” to its name. The computer graphics industry spawned several technology leaders in early GIS, most notably, Intergraph (founded in 1969), who became the market leader in the 1970s and 80s. During the 1990s, the mantle of market leader shifted to Esri (also founded in 1969) – times change, as do market leaders. The term GIS was adopted by vendors and academics alike during these early decades of the industry.
